S, Transfer of training, QuestionnairesA questionnaire survey was conducted of Army aviators who had experienced extended periods of nonflying or of flying only the minimum number of hours required by Army regulations to maintain proficiency, in order to determine the loss of flying ability experienced and the refresher training required for combat readiness. Analysis of the data obtained indicated that flight excusal followed by refresher training would provide operational units with better qualified aviators at less cost than the traditional flying program. A proficiency maintenance program based on very low-cost synthetic training devices seems to be the only alternative that might be less costly than excusal plus refresher training, but feasibility of these devices in the Army context is unknown at this time.

Results of the review suggest that basic flight skills can be retained fairly well for extended periods of non-flying, but some decrement of concern does occur, particularly for instrument and procedural skills. Retraining of basic flying skills is judged not to be a major USAF problem, and much of the proficiency maintenance/retraining requirements can be met through the use of training devices and simulators. The review suggests, however, that little is known about the retention, maintenance, and retraining of higher level pilot skills that characterize the professional USAF pilot in tactical units. It is retention and retraining of these higher level skills that is the major concern in establishing manpower management policies with reference to USAF rated supplement pilots. Literature dealing with the nature of these higher level pilot skills is discussed. Conclusions are drawn with reference to flight skills maintenance and retraining, and with reference to management of the rated force. It is concluded that the general state of knowledge is inadequate to USAF current and future needs and that a better base of data on which to develop policies is needed.

As costs rise in general aviation, many private pilots are forced to reduce the rates at which they fly, both during training and after certification, in order to spread out expenses. This report describes the results of the first phase of a two and one-half year study designed to study the impact on pilot performance of reductions in the rates at which student and private pilots fly. The major objective of the first phase of the study was to determine the impact of different rates of flying during private pilot training on the effectiveness and efficiency of instruction. The second phase of the study, which was still in progress when this report was written, will assess the impact of differenced in the rates of flying before and after certification on the retention of flight skills after certification. In general, it was found that different rates of flying during training had no significant influence on overall instructional effectiveness. The different rates did have a significant, practical impact on instructional efficiency. Students whose flying was spread out more (i.e., distributed) tended to fly fewer flight hours, particularly dual hours with their instructors, than students whose training was more concentrated. In response to questions on an opinion survey, students in the concentrated flying program indicated that they felt their training was more harried and that it distracted them more from their jobs. They were also less confident and less positive toward their flight training.

This report describes the results of a 2-year longitudinal research program to assess objectively the skill retention levels of relatively low time private pilots. Objectives of this effort were to identify retention patterns for skills needed to perform a representative range of private pilot flight tasks; factors influencing the retention of these skills and the nature and degree of such influences; and continuation training methods to maintain or upgrade the skills. A secondary objective was to assess pilots' ability to predict and evaluate their own proficiency levels. Results are summarized for flight skill retention checks conducted 8, 16, and 24 months following private pilot certification. Proficiency loss was documented for all subjects and for each flight task studied, and the losses were statistically significant in nearly all cases. Tasks that were relatively high, low, and more rapid in skill loss were identified, and the effects of interpolated training on skill loss patterns were assessed. Pilots' ability to predict and evaluate their own skill retention levels for specific flight tasks was negligible. The present findings suggest that effective continuation training program and media are needed, especially to address cognitive types of flight skills. Several such potential media are described.
