Great power competition is back on the world stage, and today’s international system is home to regional influences on great power relations that cannot be ignored. The United States’ unipolar moment is long over, and China’s hegemonic ambitions find expression in a comprehensive global competition with the US that plays out across multiple spheres of world politics. The US-China rivalry can be felt in geostrategic, economic, governance, diplomacy, intelligence, and technological spheres, to name a few. Most accounts of China-US relations in the context of great power conflict emphasize the many ways in which this rivalry has a ripple effect across the globe, with an impact upon the relations and interests of smaller powers. And while these effects are considerable and important, this book contends that attention must also be paid to the ways in which smaller, regional states have the potential to shape this great power rivalry. Put simply, great powers both shape, and are shaped by, smaller states. Any understanding of contemporary great power relations between the US and China requires both a top down, but also a bottom up consideration of the interplay between great powers and regional ones. Often the interests of regional powers are rooted in domestic considerations such as their identities and national interests, and these influences transcend borders and often have an impact upon the great powers. This book considers these smaller, regional actors and attempts to measure the extent to which they influence the US-China rivalry. For this study, constructivist theory, which prioritizes the agency that regional powers enjoy, is loosely used as a tool to enable a more robust and comprehensive understanding of the influences on the contemporary great power relationship. Each of the book’s chapters represents a region, or part of a region, that enjoys a considerable impact upon US-China relations.

Current accounts of China’s global rise emphasize economics and politics, largely neglecting the cultivation of China’s people. Susan Greenhalgh, one of the foremost authorities on China’s one-child policy, places the governance of population squarely at the heart of China’s ascent. Focusing on the decade since 2000, and especially 2004–09, she argues that the vital politics of population has been central to the globalizing agenda of the reform state. By helping transform China’s rural masses into modern workers and citizens, by working to strengthen, techno-scientize, and legitimize the PRC regime, and by boosting China’s economic development and comprehensive national power, the governance of the population has been critically important to the rise of global China. After decades of viewing population as a hindrance to modernization, China’s leaders are now equating it with human capital and redefining it as a positive factor in the nation’s transition to a knowledge-based economy. In encouraging “human development,” the regime is trying to induce people to become self-governing, self-enterprising persons who will advance their own health, education, and welfare for the benefit of the nation. This book deconstructs a series of myths surrounding China’s economic rise. The first myth is that globalization led directly to China’s rise; the second is that China is another East Asian developmental state; the third that China’s market reform had been implemented in an incremental way; and fourth that China’s ‘resilient authoritarianism’ has been effective in ensuring the country’s economic and political transformation. Yue argues that the China model is one of ‘crony comprador capitalism’ that has hindered the country’s attempts at economic and political modernity. It is argued that the United States’ strategy of integrating China into the international system is self-defeating in the long run; not because such an approach has created a 'restless empire' capable of challenging US primacy, but because the Chinese 'miracle' has subsequently backfired on the liberal order created after World War Two. Covering the entire reform period from the end of the Cultural Revolution in 1976 to the present day, the author calls for readers to rethink globalization and leave more policy space for China and the developing nations to pursue national development through internal integration, which is more conducive to democratic transition and global peace.
