In an atmosphere of growing concern over the threat posed by Islamist violence, political Islamism has become the most important of geopolitical issues. In the process, it has been misrepresented. Contrary to what many believe, Islamist movements are characterised by their diversity. Revisiting the main arguments and explanations that have been used over the past twenty years to understand Islamist activism, moderate as well as militant, Salwa Ismail here proposes a rethinking of Islamist politics. The phenomenon of political Islam is determined by macro and micro-level changes in the Muslim world, such as the retreat of the welfare state across the Middle East, and the subsequent expansion in the role of informal political activists in the popular neighbourhoods of such cities as Algiers or Cairo. Ismail examines both levels to explain the socio-economic and political settings out of which Islamism has developed. Her focus is both the economic and political environments that fomented Islamism, and the structures of Islamist movements themselves (from their ideologies to their modes of action). Looking at Islamism as a form of contestation politics, Ismail offers a reassessment of its failures and successes - limited, as it is, by its use of violence, but capable of real mobilisation at a popular level. In Turkey, no secular party has approximated the high levels of membership and intense activism of women within the Islamist Refah (Welfare) Party. Rethinking Islam and Liberal Democracy examines the experiences of these women, who represented an unprecedented phenomenon within Turkish politics. Using in-depth interviews, Yeşim Arat reveals how the women of the party broadened the parameters of democratic participation and challenged preconceived notions of what Islam can entail in a secular democratic polity. The women of the party successfully mobilized large groups of allegedly apolitical women by crossing the boundaries between the social and the political, reaching them through personal networks cultivated in private spaces. The experiences of these women show the contentious relationship between liberal democracy and Islam, where liberalism that prioritizes the individual can transform, coexist, or remain in tension with Islam that prioritizes a communal identity legitimized by a sacred God.

Islamist movements seeking power today are faced with difficult choices regarding strategy, ranging from armed struggle to electoral efforts. An emerging alternative consists of a rethinking of Islamist politics, where the goal of a "totally Islamic" polity would be abandoned in favor of some form of Islamic-oriented society. In this reformulation, Islamist politics would function as a pressure group to make society more Islamic, reinforcing the walls of semi-separate internal communities and reinterpreting Islam in more liberal ways. The September 11, 2001 terror attack on the United States, however, demonstrates that the radical approach remains attractive to many Islamists.
