The late twentieth century witnessed the birth of an impressive number of new democracies in Latin America. This wave of democratization since 1978 has been by far the broadest and most durable in the history of Latin America, but many of the resulting democratic regimes also suffer from profound deficiencies. What caused democratic regimes to emerge and survive? What are their main achievements and shortcomings? This volume offers an ambitious and comprehensive overview of the unprecedented advances as well as the setbacks in the post-1978 wave of democratization. It seeks to explain the sea change from a region dominated by authoritarian regimes to one in which openly authoritarian regimes are the rare exception, and it analyzes why some countries have achieved striking gains in democratization while others have experienced erosions. The book presents general theoretical arguments about what causes and sustains democracy and analyses of nine compelling country cases.

Between 1974 and 1990 more than thirty countries in southern Europe, Latin America, East Asia, and Eastern Europe shifted from authoritarian to democratic systems of government. This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. Huntington analyzes the causes and nature of these democratic transitions, evaluates the prospects for stability of the new democracies, and explores the possibility of more countries becoming democratic. The recent transitions, he argues, are the third major wave of democratization in the modem world. Each of the two previous waves was followed by a reverse wave in which some countries shifted back to authoritarian government. Using concrete examples, empirical evidence, and insightful analysis, Huntington provides neither a theory nor a history of the third wave, but an explanation of why and how it occurred. Factors responsible for the democratic trend include the legitimacy dilemmas of authoritarian regimes; economic and social development; the changed role of the Catholic Church; the impact of the United States, the European Community, and the Soviet Union; and the "snowballing" phenomenon: change in one country stimulating change in others. Five key elite groups within and outside the nondemocratic regime played roles in shaping the various ways democratization occurred. Compromise was key to all democratizations, and elections and nonviolent tactics also were central. New democracies must deal with the "torturer problem" and the "praetorian problem" and attempt to develop democratic values and processes. Disillusionment with democracy, Huntington argues, is necessary to consolidating democracy. He concludes the book with an analysis of the political, economic, and cultural factors that will decide whether or not the third wave continues. Several "Guidelines for Democratizers" offer specific, practical suggestions for initiating and carrying out reform. Huntington's emphasis on practical application makes this book a valuable tool for anyone engaged in the democratization process. Most party systems are relatively stable over time. Yet in the 1980s and 1990s, established party systems in Peru and Venezuela broke down, leading to the elections of outsider Alberto Fujimori and anti-party populist Hugo Chavez. Focusing on these two cases, this book explores the causes of systemic collapse. To date, scholars have pointed to economic crises, the rise of the informal economy, and the charisma and political brilliance of Fujimori and Chavez to explain the changes in Peru and Venezuela. This book uses economic data, surveys, and experiments to show that these explanations are incomplete. Political scientist Jason Seawright argues that party-system collapse is motivated fundamentally by voter anger at the traditional political parties, which is produced by corruption scandals and failures of representation. Integrating economic, organizational, and individual considerations, Seawright provides a new explanation and compelling new evidence to present a fuller picture of voters' decisions and actions in bringing about party-system collapse, and the rise of important outsider political leaders in South America.

Among the many countries that underwent transitions to democracy in recent decades, only Russia is as important to the United States and the world as Brazil. The fifth-largest country and population in the world, with nearly one-half the inhabitants of Latin America, Brazil has the world's ninth-richest economy. Given the nation's size and influence, its capacity to achieve stable democracy and economic growth will have global impact. Understanding democracy in Brazil is therefore a crucial task, one which this book undertakes. Theoretically, the author argues that most party systems in the third wave of democratization, after 1974, have distinctive features that require us to reformulate theories about party systems generally; previous works have paid scant attention to the importance of variance in the degree of institutionalization of party systems. The author also argues that many third-wave cases underscore the need to focus on the capacity of the state and political elites to structure and restructure party systems from below. Empirically, the author studies the Brazilian party system and democratization, with particular reference to the 1979-96 period. He underscores the weakness of the party system and the resulting problems of democratization. He argues that the party system is poorly institutionalized, explores the reasons for the difficulties of party building, and addresses the consequences of weak institutionalization, which leads him to reaffirm the central significance of parties in the face of widespread skepticism about their importance.

This open access book focuses on the nexus between “party system stability” and “democratic consolidation”, using Slovenia as a case study. Its findings are presented from a comparative perspective to illustrate the commonalities and differences found in research on Central European post-socialist countries and former Yugoslav countries. On the one hand, Slovenia’s characteristics (including the characteristics of its transition to democracy) are far more similar to those of Central European post-socialist countries than Western Balkan countries. On the other, Slovenia shares some similarities with other parts of the former Yugoslavia – especially its experiences with the political system of socialist self-management, elements of a market economy under socialism, and war following the end of socialism (albeit the conflict in Slovenia was very short and rather mild in comparison to those in other parts of socialist Yugoslavia). Slovenia’s experiences with rapid but limited democraticbacksliding under the Janša government (March 2019–June 2022) were halted by the 2022 national election – in contrast to the more widely known cases of Hungary and Poland, where such backsliding took place incrementally over a longer period of time that included several election cycles.

Party Politics and Democratization in Indonesia: Golkar in the Post-Suharto Era provides the first in-depth analysis of contemporary Indonesian party politics and the first systematic explanation why Golkar is still the strongest party in Indonesia. Applying a multi-dimensional conceptual framework of party institutionalization theory, the book examines Golkar’s organizational infrastructure, its decisional autonomy and programmatic platform as well as the party’s relations to the mass media. Strengths and weaknesses in the individual dimensions of institutionalization are then contrasted with the corresponding levels of institutionalization reached by Indonesia’s other major parties. Tomsa argues that Golkar remains Indonesia’s strongest party because it is better institutionalized than its electoral competitors. Institutionalization has become a paramount concept to compare party systems in regions spanned by the third wave of democratization. Based on raw electoral data from 30 sub-Saharan African countries observed between 1966 and 2016, this text explores the causes and mechanisms of Party System Institutionalization (PSI) and its relationship with the processes of mobilization and democratization. Posing key theoretical and empirical questions in cross-regional comparison, it examines and reveals the defining properties of PSI, how they should be measured and under what conditions it varies.
