This report examines the achievement of the principle of unity of effort from a narrow focus on the command and control of U.S. joint tactical air operations in four campaigns (Midway, the Solomons, Korea, and Vietnam) from 1942 to 1968 and extracts some lessons for future joint air operations. The authors distinguish between unity of effort and unity of command, a distinction that manifests itself in individual service doctrines, in joint operations, and, ultimately, in each of the Services' views of war. While unity of command is one of several steps necessary to achieve unity of effort, the authors recommend that debate should be centered around the accomplishment of unity of effort. The research was completed before the onset of combat operations in Kuwait and Iraq in early 1991. The authors hope to extend the analysis to cover that campaign in a subsequent publication.

The U.S. Air Force has faced significant challenges in its recent operations. Forces have been called into action around the globe on short timelines that allow for neither adequate training or planning, while Air Operations Centers providing theater command and control (C2) have been built on the fly as forces are deployed to each contingency. This paper describes the organization of the C2 force element supporting the Air Force component commander, presents comments and criticisms from senior commanders and top Department of Defense officials regarding the Air Force's ability to command and control airpower in recent operations, and describes new capabilities the theater C2 units need to employ aerospace forces to their greatest effect before and during theater combat operations. The authors find that C2 systems and procedures (1) should be designed as part of a comprehensive concept, (2) must be useful for the various training-related tasks, (3) allow for and facilitate continuous improvements, and (4) be thoroughly evaluated and practiced by the commander and staff.

"The purpose of this paper is to determine to what extent and how the Joint Force Commander (JFC) should control support from space forces. Current Air Force doctrine, as delineated in Air Force Manual (AFM) 1-1, identifies the Joint Force Air Component Commander (JFACC) as being responsible for both air and space for the theater. This statement follows the Air Force notion that air and space are an indivisible medium of warfare. On the other hand, Joint Pub 3-14 states the Operations Directorate, J-3, on the supported commander's (the JFC's) staff functions in this role. To examine this issue of in-theater control of space forces more closely, this study is divided into five chapters. Following the Introduction, Chapter 2 looks into how space forces were planned for and employed during Desert Storm. This chapter discusses who was in-charge and what planning processes were used. In Chapter 3, lessons and initiatives to improve planning and employment of support from space forces are discussed. Chapter 4 explores the possible need to have one individual in-theater clearly identified as being responsible for directing space forces. Centralized control, similar to air, may have beneficial effects that allow joint commanders to take better advantage of space forces' full potential. The study concludes by offering recommendations."--Abstract.

The information revolution--which is as much an organizational as a technological revolution--is transforming the nature of conflict across the spectrum: from open warfare, to terrorism, crime, and even radical social activism. The era of massed field armies is passing, because the new information and communications systems are increasing the lethality of quite small units that can call in deadly, precise missile fire almost anywhere, anytime. In social conflicts, the Internet and other media are greatly empowering individuals and small groups to influence the behavior of states. Whether in military or social conflicts, all protagonists will soon be developing new doctrines, strategies, and tactics for swarming their opponents--with weapons or words, as circumstances require. Preparing for conflict in such a world will require shifting to new forms of organization, particularly the versatile, hardy, all-channel network. This shift will prove difficult for states and professional militaries that remain bastions of hierarchy, bound to resist institutional redesign. They will make the shift as they realize that information and knowledge are becoming the key elements of power. This implies, among other things, that Mars, the old brute-force god of war, must give way to Athena, the well-armed goddess of wisdom. Accepting Athena as the patroness of this information age represents a first step not only for preparing for future conflicts, but also for preventing them.

The Air Force's current doctrinal maxims of centralized control and decentralized execution have the potential to produce over-centralized planning at the theater Air Operations Center; the result of this tendency is a cumbersome air tasking order and a campaign vulnerable to lost communications, information overload, and decapitation. One cure for such problems is the decentralization of tactical planning through the use of mission-type orders at the wing or air task force level. Mission-type orders include a clear statement of the superior commander's intent and state each unit's tasks in terms of operational effects to be achieved over several days rather than daily targets and aimpoints.
