Twenty five years ago, in 1964, The Operational Research Society's first International Conference (held at Gonville and Caius College, Cambridge) took as its theme "Operational Research and the Social Sciences". The Conference sessions were organised around topics such as: Organisations and Control; Social Effects of Policies; Conflict Resolution; The Systems Concept; Models, Decisions and Operational Research. An examination of the published proceedings (J.R.Lawrence ed., 1966, Operational Research and the Social Sciences, Tavistock, London) reveals a distinct contrast between the types of contribution made by the representatives of the two academic communities involved. Nevertheless, the Conference served to break down some barriers, largely of ignorance about the objects, methods and findings of each concern. In the ensuing twenty five years, although debate has continued about the relationship between OR and the social sciences, mutual understanding has proved more difficult to achieve than many must have hoped for in 1964.

Policy analysis is a relatively young field, created in the 1960s as a way to introduce data and rationality into the decision-making process. In Beyond Machiavelli, Beryl A. Radin compares policy analysis in the 1960s with its practice in the 1990s, analyzing the transformations the profession has undergone since its birth and offering a provocative conception of its practice today. All new professions go through a maturation process, but Radin points out that policy analysis is more susceptible to change because it is directly affected by shifting political values. The United States of the 1960s was characterized by a strong belief in progress, a trust in the public sector, and a reliance on experts. By the 1990s, Americans were less confident about the future, not as trustful of the government, and less willing to defer to so-called experts. Even so, the number and range of policy analysis jobs has grown markedly. Radin explores the significant changes that have taken place in the field, including attitudes toward politics, skills and methodologies required, views about information and data, and shifts in modes of decision making. She includes profiles of six very diverse policy analysis organizations to illustrate these changes. While some argue that the 1960s were the golden day of the profession when decision makers listened to experts, Radin argues that the earlier version of the field held to traditions of elitism and secrecy and that policy analysis in the 1990s, pluralistic and open, is a more democratic American profession.

Systems Prospects is a record of the papers presented at the first con ference organised by the United Kingdom Systems Society (UKSS), held at Thwaite Hall, Hull University (UK), on the dates 12th-15th July, 1988. The UKSS originally came together in 1978 as the Barford Group (the first meetings were held in the town of Barford), comprising academics from the four institutions that incorporated departments which primarily were con cerned with developing the theory and practice of so-called systems scienc- namely Aston University, City University, Lancaster University and the Open University. The meetings of the Barford Group were deemed to be successful, so much so that a decision was made to widen its horizons to incorporate more generally those of the United Kingdom systems community (a diffuse number of academics and practitioners) - hence the title UKSS. The society, ten years later, is extant and has achieved new levels of success in the last few years in terms of rising membership and international reputation. The membership is now drawn from a wide variety of academic and commercial and industrial organisations, and from most reaches of the nation. There is also an international contingent in the membership. It is right that there should be such diversity since the UKSS is founded on the notion of equality (of creed, sex, race, class and so on ••• ). This community is "glued" together by the Society's own publication, Systemist, as well as through workshops and now this conference.

1. 1 Motivations Deciding is a very complex and difficult task. Some people even argue that our ability to make decisions in complex situations is the main feature that distinguishes us from animals (it is also common to say that laughing is the main difference). Nevertheless, when the task is too complex or the interests at stake are too important, it quite often happens that we do not know or we are not sure what to decide and, in many instances, we resort to a decision support technique: an informal one-we toss a coin, we ask an oracle, we visit an astrologer, we consult an expert, we think-or a formal one. Although informal decision support techniques can be of interest, in this book, we will focus on formal ones. Among the latter, we find some well-known decision support techniques: cost-benefit analysis, multiple criteria decision analysis, decision trees, . . . But there are many other ones, sometimes not presented as decision support techniques, that help making decisions. Let us cite but a few examples. • When the director of a school must decide whether a given student will pass or fail, he usually asks each teacher to assess the merits of the student by means of a grade. The director then sums the grades and compares the result to a threshold. • When a bank must decide whether a given client will obtain a credit or not, a technique, called credit scoring, is often used.

This trilogy deals with an epistemology of economics, arguing for a radical overturning of conventional analysis and providing an alternative to political economy and social sciences, based not on positivism, but on a normative and programming paradigm. Volume II builds on the work presented in Volume I to explore oppositions to the traditional and conventional teaching of economics, and presents testimonies that are favourable to a trend towards a programming approach, thereby giving substance to the epistemological 'overturning' of conventional analysis. Such oppositions studied include the work of Ludvig von Mises and his theory of praxeology; Ian Tinbergen and Wassily Leontif's preference for 'planning' over 'forecasting science'; Bruno de Finetti and Daniel Bell's support for the base of 'utopia' in economics; the trend from the 'theory of planning' towards the 'methodology of planning, by Andreas Faludi; neoclassic curiosity about the 'multi-purposes approach' and 'non-economic commodities' as investigated by Walter Isard, as well as theories expressed by Herbert Simon, Robert Lucas, George Soros and Mark Blaug. Volume III takes studies further and presents a concrete and practical example of how to build a Planning Accounting Framework (PAF), as associated with Frisch's 'plan-frame' (explored in Volume II), to demonstrate the extent to which decisions and negotiations can be routed in the social sciences.
