Este libro es producto de un esfuerzo colaborativo entre-investigadores de la Universidad Externado y del Centro de Estudios Demográficos (Cedem) de la Universidad de La Habana. Consta de cinco capítulos cuidadosamente seleccionados para compartir con el lector los grandes retos que enfrentan dos países con realidades socioeconómicas diferentes, pero sobre todo con dinámicas demográficas diversas que tienen importantes implicaciones para la construcción de procesos de desarrollo. El lector podrá encontrar en estas páginas análisis concienzudos que, para el caso de Colombia, revelan una realidad no muy explorada: la poca sostenibilidad poblacional en más de trescientos municipios del país, además de un análisis de los Objetivos de Desarrollo del Milenio a la luz de variables económicas y demográficas. Por último, se destaca la importancia del análisis demográfico como elemento fundamental para los procesos de planificación en municipios con poblaciones pequeñas. En el caso de Cuba, la realidad que supone la combinación de una baja en la tasa de fecundidad con una migración importante de la población joven deriva en un envejecimiento acelerado de la población. La situación demográfica que vive Cuba supone grandes retos y desafíos para la construcción de políticas sociales y económicas. Surge, entonces, la reflexión alrededor de la construcción de metodologías para la construcción de estrategias de desarrollo local que consideran cuatro elementos clave: la descentralización, la financiación, la objetividad de la gestión y la participación. Al final se llega a una conclusión necesaria para considerar los procesos de gestión: la dinámica demográfica es un determinante del desarrollo, necesario de considerar en cualquier estrategia de mejoramiento de condiciones de vida y construcción de política pública.
