Growth has rebounded from the pandemic and the energy crisis, despite the 2023 earthquake and droughts. Morocco has benefitted from a stable macroeconomic regime and the deficit is narrowing following the pandemic and energy crisis with the government debt ratio is around 70% of GDP. Morocco has embarked on major reforms to encourage investment and to extend health insurance and social protection, but a stronger convergence path will be needed to achieve the vision in the New Development Model. Morocco’s labour productivity gap with the frontier remains large, although it has narrowed. FDI flows have been strong, but domestic private investment is low, and Moroccan firms face obstacles in performing better. Morocco’s young population is an asset, but the labour market suffers from high youth unemployment and low female employment. Emigration is significant. Widespread informality leads to low wages, poor-quality jobs and weak skills. Morocco has made an ambitious commitment to reduce carbon emissions by 45% by 2030 compared to 2010 and to net zero by 2050, benefiting from the country’s potential for renewables-based generation. La jeunesse marocaine est un atout, mais le marché du travail souffre d'un taux de chômage élevé chez les jeunes et d'un faible taux d'emploi chez les femmes. L'émigration est importante. La prépondérance du travail informel se traduit par des salaires bas, des emplois de mauvaise qualité et des compétences insuffisantes. This book provides an important new analytical framework for making sense of return, remigration and circular mobility, conceptualising them as different phases of a wider migration process. Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes. While interesting as a unique regional migration system, the lessons learned cast light on important migration and mobility dynamics that are relevant for labour migration in Europe, also from other important migrant origin countries in the EU’s neighbourhood such as for instance Morocco or the Ukraine. This open access book creates conceptual links between political emotions, citizenship, home and belonging. The book describes that, in the case of decided return and reintegration to a post-conflict society and a fragmented state, like Bosnia and Herzegovina, the returnees do not conceptualize the emotional dimension of their BiH citizenship as home and belonging as this citizenship does not make them feel safe and secure. Instead, “feeling at home” is found in family, place and time, while belonging is categorized as ethnic, religious, relational, landscape, linguistic, and economic. The emotional dimension of the home state citizenship is constituted through a wide spectrum of emotions, ranging from anger, frustration, fear, guilt, shame, disappointment, nostalgia, powerlessness, to patriotic love, pride, defiance, joy, happiness and hope.
