The federal government's attempt to enforce civil rights measures during Reconstruction is usually regarded as a failure. Far more successful, however, was the collection of federal excise taxes on liquor during the same period -- an effort that secured for the government its single most important source of internal revenue. In Revenuers and Moonshiners Wilbur Miller explores the development and professionalization of the federal bureaucracy by examining federal liquor law enforcement in the mountain South after the Civil War. He addresses the central questions of the conditions under which unpopular federal laws could be enforced and the ways in which enforcement remained limited. The extension of federal taxing power to cover homemade whiskey was fiercely resisted by mountain people, who had long relied on distilling to produce an easily transported and readily salable product made from their corn. As a result, the collection of the tax required the creation of the most extensive civilian law enforcement agency in the nation's history, the Bureau of Internal Revenue. The bureau both regulated taxpaying distilleries and combated illicit production. This battle against moonshiners, Miller argues, implemented by the Republican party's vision of a federal authority capable of reaching into the most remote parts of the nation. Miller concentrates his analysis on the revenuers, but he nevertheless draws a clear picture of the mountain people who resisted them. He dispels traditional views of moonshiners as folk heroes imbued with a stubborn individualism or simple country folk victimized by outside forces beyond their control or understanding. Rather, Miller shows that the men (and sometimes women) who made moonshine were members of a complex and changing society that was a product of both traditional aspects of mountain culture and the forces of industrialization that were reshaping their society after the Civil War. Ben Johnson's sweeping, highly readable, and extensively illustrated "spirited" overview of Arkansas's efforts to regulate and halt the consumption of alcohol reveals much about the texture of life and politics in the state--and country--as Arkansas grappled with strong opinions on both sides. After early attempts to keep drink from the American Indians during the colonial period, temperance groups' efforts switched to antebellum towns and middle-class citizens. After the Civil War new federal taxes on whiskey production led to violence between revenue agents and moonshiners, and the state joined the growing national movement against saloons that culminated in 1915 when the legislature approved a measure to halt the sale, manufacture, and distribution of alcohol--including that of Arkansas's substantial wine industry. The state supported national prohibition, but people became disillusioned with the widespread violations of the law. However, the state didn't repeal its own prohibition law until a fiscal crisis in 1935 required it in order to raise revenue. The new law only authorized retail liquor stores, not the return of taverns or bars. A final effort to restore laws against John Barleycorn in 1950 was rebuffed by voters. Still, there are a number of counties in Arkansas that remain dry and disputes over the granting of private club licenses continue to make news.

Most Americans think of the Civil War as a series of dramatic clashes between massive armies led by romantic-seeming leaders. But in the Appalachian communities of North Georgia, things were very different. Focusing on Fannin and Lumpkin counties in the Blue Ridge Mountains along Georgia's northern border, A Separate Civil War: Communities in Conflict in the Mountain South argues for a more localized, idiosyncratic understanding of this momentous period in our nation's history. The book reveals that, for many participants, this war was fought less for abstract ideological causes than for reasons tied to home, family, friends, and community. Making use of a large trove of letters, diaries, interviews, government documents, and sociological data, Jonathan Dean Sarris brings to life a previously obscured version of our nation's most divisive and destructive war. From the outset, the prospect of secession and war divided Georgia's mountain communities along the lines of race and religion, and war itself only heightened these tensions. As the Confederate government began to draft men into the army and seize supplies from farmers, many mountaineers became more disaffected still. They banded together in armed squads, fighting off Confederate soldiers, state militia, and their own pro-Confederate neighbors. A local civil war ensued, with each side seeing the other as a threat to law, order, and community itself. In this very personal conflict, both factions came to dehumanize their enemies and use methods that shocked even seasoned soldiers with their savagery. But when the war was over in 1865, each faction sought to sanitize the past and integrate its stories into the national myths later popularized about the Civil War. By arguing that the reason for choosing sides had more to do with local concerns than with competing ideologies or social or political visions, Sarris adds a much-needed complication to the question of why men fought in the Civil War.
