This study was undertaken in response to a request by the U.S. Air Force that the National Research Council (NRC) examine whether the technologies that underlie the concept of a hypersonic, air-launched, air-breathing, hydrocarbon-fueled missile with speeds up to Mach 81 can be demonstrated in time to be initially operational by 2015. To conduct the study, the NRC appointed the Committee on Review and Evaluation of the Air Force Hypersonic Technology Program, under the auspices of the Air Force Science and Technology Board.

The Air Force requested the National Research Council to examine the Hypersonic Technology (HyTech) Program managed by the Air Force Research Laboratory at Wright Patterson Air Force Base in Dayton, Ohio. A committee with the necessary expertise was formed to respond to a statement of task that asked a series of questions to determine if a Mach 8, hydrocarbon-fueled, scramjet-powered, air-launched cruise missile could be developed by the Air Force to reach an initial operational capability by the year 2015. It was the conclusion by the committee that this type of weapons system could be developed by that date, but not as a result of the effort being applied within the HyTech Program. That program was reduced (due to funding limitations) to a technology base program to support the propulsion component of the missile only. Many other enabling technologies such as materials, guidance and control, and warhead development would require similar emphasis under a coordinated development program that includes necessary flight testing. In the report, the committee offers its plan for accomplishing the necessary steps to achieve an initial operational capability for the missile by 2015.

Conventional prompt global strike (CPGS) is a military option under consideration by the U.S. Department of Defense. This book, the final report from the National Research Council’s Committee on Conventional Prompt Global Strike Capability, analyzes proposed CPGS systems and evaluates the potential role CPGS could play in U.S. defense. U.S. Conventional Prompt Global Strike provides near-, mid-, and long-term recommendations for possible CPGS development, addressing the following questions: Does the United States need CPGS capabilities? What are the alternative CPGS systems, and how effective are they likely to be if proposed capabilities are achieved? The Symposium on Avoiding Technology Surprise for Tomorrow's Warfighter is a forum for consumers and producers of scientific and technical intelligence to exchange perspectives on the potential sources of emerging or disruptive technologies and behaviors, with the goal of improving the Department of Defense's technological warning capability. This volume summarizes the key themes identified in the second and most recent symposium, a two-day event held in Suffolk, Virginia, on April 28 and 29, 2010. The symposium combined presentations highlighting cutting-edge technology topics with facilitated discourse among all participants. Three categories of surprise were identified: breakthroughs in product and process technology, new uses of existing technology, and the unexpectedly rapid progression of a technology to operational use. A key technical issue for future Air Force systems is to improve their ability to survive. Increased use of stealth technology is proposed by many to be the major element in efforts to enhance survivability for future systems. Others, however, suggest that the high cost and maintenance required of stealth technology make increased speed potentially more productive. To help address this issue, the Air Force asked the NRC to investigate combinations of speed and stealth that would provide U.S. aircraft with a high survival capability in the 2018 period, and to identify changes in R&D plans to enable such aircraft. This report presents a review of stealth technology development; a discussion of possible future missions and threats; an analysis of the technical feasibility for achieving various levels of stealth and different speeds by 2018 and of relevant near-term R&D needs and priorities; and observations about the utility of speed and stealth trade-offs against evolving threats.
