Recreational fishing in the United States is an important social and economic component of many marine fisheries, with an estimated 14 million anglers making almost 82 million fishing trips in 2004. Although each individual angler typically harvests a small number of fish, collectively these sport fisheries can take a significant fraction of the yearly catch-in some cases more than commercial fisheries. For example, in 1999, recreational fishing accounted for 94% of the total catch of spotted sea trout, 76% of striped bass and sheephead, and 60 percent of king mackerel. It is important that systems used to monitor fishing catch are adequate for timely management of recreational fisheries. However, the large number of anglers and access points makes monitoring recreational fishing much more difficult than monitoring commercial fishing. This report reviews the types of survey methods used to estimate catch in recreational fisheries, including state/federal cooperative programs. The report finds that both telephone survey and onsite access components of the current monitoring systems have serious flaws in design or implementation. There are also several areas of miscommunication and mismatched criteria among designers of surveys, data collectors, and recreational fisheries. The report recommends that a comprehensive, universal sampling frame with national coverage should be established, and that improvements should be made in statistical analysis of the data collected and in the ways the data are communicated. A permanent and independent research group should be established and funded to evaluate the statistical design and adequacy of recreational fishery surveys and to guide necessary modifications or new initiatives.

Interrelationships Between Corals and Fisheries is derived from a workshop held by the Gulf of Mexico Fishery Management Council in Tampa, Florida in May 2013, where world authorities came together to discuss the current problems in managing tropical fisheries and offered suggestions for future directions for both researchers and environmental resource managers. This book addresses current and emerging threats as well as challenges and opportunities for managing corals and associated fisheries. It provides an information baseline toward a better understanding of how corals and the consequences of coral condition influence fish populations, especially as they relate to management of those populations. The book contains content from presentations modified as a result of interactions and discussions with colleagues and peer reviews by global experts in corals and fisheries. Many chapters include additional materials not presented in the workshop. There are also papers that were not presented at the workshop but contribute to the central theme of the book. Topics covered include: Global decline in coral reefs and impacts on fishery yields Distribution and diversity in the Gulf of Mexico Implementation of Coral Habitat Areas of Particular Concern (CHAPCs) Deepwater coral/sponge habitats Coral populations on offshore platforms Mangrove connectivity for sustaining coral reef fisheries Restoring deepwater coral ecosystems and fisheries after the Deepwater Horizon oil spill Predictive mapping of coral reef fish Covering a range of subject matter, most of the chapters offer suggestions for future research on the interrelationships between corals and fisheries. In addition, the final chapter presents a summary on these interrelationships and discusses managing them for the future.

The National School Lunch Program and the School Breakfast Program, administered by the Food and Nutrition Service of the U.S. Department of Agriculture (USDA), are key components of the nation's food security safety net, providing free or low-cost meals to millions of school-age children each day. Under the most commonly adopted provisions, USDA reimburses districts for meals served on the basis of data collected in a "base year," during which applications are taken. After 3 or 4 years, applications must be taken again to establish new base-year data, unless the district provides evidence that local conditions have not changed. A special provision that does not require applications to be taken every few years would reduce burden, be more attractive to school districts, and potentially increase student participation by expanding access to free meals. To support the development of such a provision, the Food and Nutrition Service asked the National Academies to study the technical and operational issues that arise in using data from the American Community Survey (ACS)-a new continuous survey replacing the long-form survey of the decennial census-to obtain estimates of students who are eligible for free and reduced-price meals for schools and school districts. Such estimates would be used to develop "claiming percentages" that, if sufficiently accurate, would determine federal reimbursements to districts for the schools that provide free meals to all students under a new special provision that eliminates the base-year requirements of current provisions.
