The recommendations in this report are supported by all provinces (except Quebec) and territories with regard to changes to certain provisions & aspects of the implementation of the Canadian Environmental Assessment Act. The recommendations are derived from case studies, historical concerns, a commissioned background paper, and the federal discussion paper on the review of the Act. The recommendations are presented regarding provincial & territorial concerns grouped under three major themes: jurisdiction (that the Act should recognize & respect more fully the constitutional role of provinces & territories in environmental assessment), application of the Act (including what can prompt a review under the Act and legislative flexibility), and procedure (related to timeliness, duplication of effort, co-ordination, dispute resolution, certainty, and predictability).

In accordance with the legislated requirement for a review of the Canadian Environmental Assessment Act five years after its coming into force, a comprehensive review was formally launched in December 1999. This report presents an overview of the input to the review provided by public participants across the country. The report begins with an introduction on the consultation process & approach, which involved general public sessions and regional workshops. This is followed by a summary of the general session input under three themes: making the environmental assessment process more predictable, consistent, and timely; improving the quality of assessments; and strengthening opportunities for public participation. The regional workshops are then summarized under same three themes. The final section summarizes input from the workshop on the assessment options pertaining to projects outside Canada.
