The framework guiding the IMF’s communications—established by the Executive Board in 2007—has enabled the institution to respond flexibly to the changing global context. The framework is based on four guiding principles: (i) deepening understanding and support for the Fund’s role and policies; (ii) better integrating communications into the IMF’s daily operations; (iii) raising the impact of new communications materials and technologies; and (iv) rebalancing outreach efforts to take account of different audiences. In addition, greater emphasis has been placed on strengthening internal communications to help ensure institutional coherence in the Fund’s outreach activities. Continued efforts are needed to strengthen communications going forward. Several issues deserve particular attention. First, taking further steps to ensure clarity and consistency in communication in a world where demand for Fund services continues to rise. Second, doing more to assess the impact of IMF communications and thus better inform efforts going forward. Third, engaging strategically and prudently with new media—including social media.

On November 22, 2024, the Executive Board of the International Monetary Fund (IMF) discussed a paper on the Review of the IMF’s Communication Strategy that outlines the objectives and scope of Fund communication, reviews its implementation in recent years, and proposes updates and modernization of its approach going forward. The discussion on Fund communication is in addition to the Board Review of the IMF's Transparency Policy, which sets the guidelines for the types and extent of information that the Fund may release publicly (see Press Release 24/436 for the latest review of the IMF’s Transparency Policy).

In 1999, the IMF and the World Bank adopted a new frame work for supporting economic reform in low-income member countries to achieve the objectives of poverty reduction and economic growth. The frame work consists of two key elements: country-authored Poverty Reduction Strategy Papers, drawing on broad-based consultations with key stake holder groups; and a vehicle for the provision of IMF concessional lending, the Poverty Reduction andGrowth Facility. Marc Jungblut extends existing knowledge on the role of strategic communication in conflict news by examining four violent conflicts. He relies on an automated content analysis of texts by 52 strategic communicators, such as politicians, NGOs, social movements, as well as on the international news coverage in 17 media outlets. By analyzing over 80,000 texts in seven languages, the book demonstrates that media visibility is almost exclusively granted based on ethnocentrism and elite status. The journalistic framing of conflict events, however, is much more context-dependent and shows a higher degree of independence from elite voices and strategic communication in general.

Both the International Monetary Fund (IMF) and the World Trade Organization (WTO) practice periodic surveillance of members to ensure that countries are adopting appropriate economic policies.
