In January 2004, President Bush announced a new space policy directed at human and robotic exploration of space. In June 2004, the President's Commission on Implementation of United States Space Exploration Policy issued a report recommending among other things that NASA ask the National Research Council (NRC) to reevaluate space science priorities to take advantage of the exploration vision. Congress also directed the NRC to conduct a thorough review of the science NASA is proposing to undertake within the initiative. In February 2005, the NRC released Science in NASA's Vision for Space Exploration, the first report of the two studies undertaken to carry out these requests. The second report focuses on NASA's plan for the ISS. This report provides broad advice on programmatic issues that NASA is likely to face as it attempts to develop an updated ISS utilization plan. It also presents an assessment of potentially important research and testbed activities that may have to be performed on the ISS to help ensure success of some exploration objectives.

Extending the spatial and temporal boundaries of human space flight is an important goal for the nation and for the National Aeronautics and Space Administration (NASA). However, human space flight remains an endeavor with substantial risks, and these risks must be identified, managed, and mitigated appropriately to achieve the nation's goals in space. The Bioastronautics Roadmap (BR) is the result of extensive, commendable efforts on the part of NASA to prioritize research efforts to meet these challenges. In 2003, NASA asked the Institute of Medicine (IOM), in collaboration with the Division on Engineering and Physical Sciences of the National Academies, to conduct a review of the BR. Specifically, NASA asked the committee to (1) conduct a comprehensive assessment and report of the strengths and weaknesses of the content and processes of the Bioastronautics Roadmap as applied to the missions described in the President's exploration initiative and (2) identify the unique challenges for accomplishing its goals and objectives. In September 2004, the committee released its preliminary report to NASA entitled Preliminary Considerations Regarding NASA's Bioastronautics Critical Path Roadmap. That document presented the committee's preliminary conclusions about the strengths and weaknesses of the April 2004 version of the BR. This report, A Risk Reductions Strategy for Human Exploration of Space, builds on those preliminary conclusions and provides recommendations to NASA about how to address the issues identified by the committee.

The Space Communications Office (SCO) at NASA has two primary roles. The first is to manage two of the communications networks that enable spaceflight operations and research, and the second is to integrate agency-wide telecommunications issues. In 2005, NASA asked the NRC to review the effectiveness of the SCO in carrying out its responsibilities by assessing the overall quality of the space communications program. This report presents a review of each of the program elements within the SCOâ€"the space network, NASA's integrated space network (NISN), spectrum management, standards management, search and rescue, communications and navigation architecture, technology, and operations integration. The review focuses on formulation of plans for each element, plan development methodology, connections with the broader community, and overall capabilities. Over the next 10 years, NASA is scheduled to devote $99 billion to the nation's human spaceflight program. In recognition of the magnitude of these planned expenditures, coupled with questions about the status of the current human spaceflight program, the White House Office of Science and Technology Policy, as part of the due diligence of a new administration, called for an independent review of the present and planned effort. Two conditions framed this request: all ongoing human spaceflight work by NASA and its contractors was to continue uninterrupted during the review process; and the review team's findings were to be available 90 days from the Committee's formal establishment and a formal report be published thereafter, in recognition of the demands of the federal budget preparation cycle. The Committee established to conduct the review comprised 10 members with diverse professional backgrounds, including scientists, engineers, astronauts, educators, executives of established and new aerospace firms, former presidential appointees, and a retired Air Force General. The Committee was charged with conducting an independent review of the current program of record and providing alternatives to that program (as opposed to making a specific recommendation) that would ensure that "the nation is pursuing the best trajectory for the future of human spaceflight-one that is safe, innovative, affordable and sustainable." Initially, the directive to the Committee was that it conduct its inquiry with the assumption that operation of the Space Shuttle would terminate in 2010 and that the 10-year funding profile in the FY 2010 President's budget would not be exceeded. In subsequent discussions between the Committee chairman and members of the White House staff, it was agreed that at least two program options would be presented that comply with the above constraints; however, if those options failed to fully satisfy the stated study objectives, additional options could be identified by the Committee. No other bounds were placed on the Committee's work.

On December 11, 2017, President Donald Trump signed Space Policy Directive-1 (SPD-1). The new directive replaced original text in the National Space Policy of the United States of America and instructed the Administrator of the National Aeronautics and Space Administration (NASA) to "lead the return of humans to the Moon for long-term exploration and utilization, followed by human missions to Mars and other destinations". In response to and in support of the vision expressed in SPD-1, this report reviews decadal and other community-guided lunar science priorities as context for NASA's current lunar plans and then presents and evaluates the actions being taken by NASA's Planetary Science Division to support lunar science.
