The United States Global Change Research Program (USGCRP) is moving towards a sustained assessment process that allows for more fluid and consistent integration of scientific knowledge into the mandated quadrennial National Climate Assessment. As part of this process, the USGCRP is developing the Climate Science Special Report (CSSR), a technical report that details the current state-of-science relating to climate change and its physical impacts. The CSSR is intended to focus on climate change in the United States and to inform future USGCRP products. Review of the Draft Climate Science Special Report assesses whether the draft CSSR accurately presents the scientific literature in an understandable, transparent and traceable way; whether the CSSR authors handled the data, analyses, and statistical approaches in an appropriate manner; and the effectiveness of the report in conveying the information clearly for the intended audience. This report provides recommendations for how the draft CSSR could be strengthened.

The public law that authorized the National Weather Service (NWS) to modernize its technical systems and restructure its field office organization set the requirements for what has become known as the modernization and associated restructuring demonstration (MARD). The law requires testing of the integrated performance, over a sustained period, of the modernized components and an operational demonstration that no degradation in service will result from the modernization and associated restructuring. In this report, the National Research Council's National Weather Service Modernization Committee reviews the September 1998 draft plan for MARD. The committee drew three conclusions from its review of the plan and offers five recommendations to the NWS.

In 1943, as part of the Manhattan Project, the Hanford Nuclear Reservation was established with the mission to produce plutonium for nuclear weapons. During 45 years of operations, the Hanford Site produced about 67 metric tonnes of plutoniumâ€"approximately two-thirds of the nation's stockpile. Production processes generated radioactive and other hazardous wastes and resulted in airborne, surface, subsurface, and groundwater contamination. Presently, 177 underground tanks contain collectively about 210 million liters (about 56 million gallons) of waste. The chemically complex and diverse waste is difficult to manage and dispose of safely. Section 3134 of the National Defense Authorization Act for Fiscal Year 2017 calls for a Federally Funded Research and Development Center (FFRDC) to conduct an analysis of approaches for treating the portion of low-activity waste at the Hanford Nuclear Reservation intended for supplemental treatment. The third of four, this report provides an overall assessment of the FFRDC team's final draft report, dated April 5, 2019.

The Fund has come a long way since the inception of its policy toward increased openness some ten years ago. Most Board documents are now published; the volume of information in the Fund’s archives has increased significantly; and the Fund has strengthened outreach efforts to explain its operations and views to the outside world. Transparency and openness has become increasingly seen as a normal and essential part of the Fund’s business. There are significant benefits from increased transparency: it strengthens the Fund’s ability to influence public debate, subjects the Fund to outside scrutiny, and enhances the Fund’s legitimacy by making it more accountable. These benefits will only loom larger as the Fund takes on a larger role in calling out risks to the global economy, to help prevent future economic and financial crises. Indeed, in today’s world openness from public institutions like the Fund is generally expected.
