This document provides a review, commentary and tabulations of the main trends that have occurred in exploitation of fisheries resources since the 1970s, largely as they are reflected in the FAO database on fishery landings, supplemented with selected information from the fishery literature. Reviews were prepared separately for the 15 main areas into which FAO divides the world's oceans for statistical purposes. They are then compared from a global perspective to reveal relative trends by species and areas, which are highlighted. Several special topics are reviewed, including tuna and tuna-like species, whales and dolphins, and environmental issues in fisheries.

Marine fisheries are crucial to the food security and nutrition, economy and overall well-being of coastal communities. Maintaining the long-term prosperity and sustainability of marine fisheries is therefore not only ecologically significant, but has social, economic and political importance. The aim of this report is to provide FAO Members, national and regional policymakers, academia, civil society, fishers and managers of world fishery resources with a comprehensive, objective and global review of the state of the living fishery resources of the oceans. This document updates the regular reviews of the state of the world’s marine fishery resources, based on stock assessments and complementary information up to 2023, and official catch statistics through to 2021. The introductory and methodology chapters provide the wider context in which this updated edition of the Review of the state of world marine fishery resources was prepared, highlighting evolutions in the landscape of fisheries and stock assessment capacities since the previous edition of this report in 2011. The methodology section gives a detailed overview of the updated FAO process for providing the state of stocks index, which involved a highly participatory and transparent process (including 19 regional workshops and consultations, with around 650 in-person experts representing 92 countries and 200 organizations). Importantly, the total number of stocks in the assessments included in this report has significantly increased to 2 570. Discussions on major trends and changes at the global level are explored in a dedicated global overview chapter, while more detailed information on the status of stocks for each of the FAO Major Fishing Areas is set out in dedicated regional chapters. Special sections address the global issue of tunas and tuna-like species, and other high-profile fisheries such as deep-sea fisheries in areas beyond national jurisdiction, and highly migratory sharks. Summary tables are provided for each species grouping used in this assessment, indicating the number of stocks included, their sustainability classification between overfished, maximally sustainably fished, and underfished categories, and the number of stocks classified into tiers based on the availability and quality of information and thus the assessment methods used.

The FAO Fishery and Aquaculture Circular C942 Revision 3 (C942 Rev. 3) updates and expands the scope of previous revisions of the circular. C942 Rev. 3 is an important baseline document, intended to assist in the global understanding of inland fisheries and inform dialogue on their current and future role. The third revision reviews the status and trends of inland fisheries catch at global, continental and subcontinental levels. It places inland capture fisheries in the context of overall global fish production, and calls attention to the importance of inland capture fisheries with respect to food security and nutrition and the Sustainable Development Goals. It quantifies global inland fisheries resources in terms of food production, nutrition, employment, economic contribution with respect to those countries/regions or subnational areas where they are important. A characterization approach to distinguish large-scale and small-scale fishing operations and their relative contributions is provided. The review provides estimated economic values of inland fisheries, as well as a valuation of potential replacement cost of these (in terms of dollars, other resources such as land and water, feeds). There is also an analysis of the extent and economic value of recreational inland fisheries. The contribution to employment and the gender differences related to this are quantified. The linkages between inland fisheries and biodiversity are also explored. C942 Rev. 3 discusses ways to measure and assess inland fisheries, in particular, how to establish more accurately inland fishery catches in the many situations where there are challenges to collection of catch statistics.

The Third Conference on the Law of the Sea marked a watershed in the emergence of African diplomatic and legal activities within the international system. Analysis of those states' participation therefore not only provides a template for the study of bloc activity at this level; it also adds the comprehensive analysis of African participation at UNCLOS III and, finally, it should also reveal the means by which states can more effectively impact global political and legislative processes. This study evaluates the extent to which the Exclusive Economic Zone (EEZ) concept represents an attempt by African states to allot to international law the task of correcting inequities between nations, and the future implications of such linkage. It critically explores and analyzes the conceptual framework that initiated action by African states in UNCLOS III, and it examines their attempts to operationalize this framework by their substantive participation in the negotiations. Finally, the study explores the future implications of African activity in the international legal and political system. In this evaluative process the author suggests the need for greater insight in conceptualizing the role of African states as a bloc within the international system. Only in this manner can a better appreciation be had of the important role African states are playing as contributors in the formation of contemporary international law.

The fishing industrys aggressive and expanding search for fish from the sea reached a turning point in 1990. After many years of increasing production, the global marine and inland catch from natural stocks declined from the 1989 peak of about 89 million tons to 85 million tons in 1993. Aquaculture production did not increase enough to meet the shortfall, and total production also fell in 1990 and 199. Present indications are that production from natural stocks will be below the current level in the year 2020; at best, it will maintain its present level. The author addresses five major issues: (1) maximizing the use of aquatic resources; (2) resource management; (3) intensification of fisheries exploitation; (4) integration of fisheries and aquaculture; and (5) the difficult problem of balancing national versus international interests.

Several decades ago, the efforts of public administrations were concentrated on developing fisheries and aquaculture and ensuring growth in production and consumption. Then, in the 1980s, as many resources became fully or overexploited, the attention of policy-makers began to focus instead on fisheries management, in addition to development of aquaculture. Subsequent recognition of the many failures in management have now led FAO member countries and other relevant stakeholders to broaden the approach and governance, that is, the sum of the legal, social, economic and political arrangements used to manage fisheries and aquaculture in a sustainable manner is currently seen as a necessary context for management and is becoming the main concern.
