The book includes seventeen excellent researched and documented papers that reflect the diversity of thought, ideas and experiences related to IWRM. They draw from an extensive, inclusive and geographically representative range of theoretical propositions and practical examples. These include the implementation status of the IWRM concept at local, basin, regional and national levels; its appropriateness for the twenty-first century; main implementation gaps from the institutional, legal, policy, governance, management and technical viewpoints; the likelihood that IWRM’s entrenchment in laws, regulations and policies has led to smoother implementation and the reasons why that has been the case; reflexions on whether the attention given to IWRM is pushing other alternatives to the policy periphery; and the new conceptual constructions that can be put forward for discussion in the international arena. For the development and water communities it is imperative to debate and reach towards more illustrative conclusions regarding whether the promotion of the IWRM concept and its actual implementation status have been beneficial for development and how the notion could evolve to achieve this end. In-depth objective and constructive discussions, arguments, proposals and ideas are put forward for analysis by all interested parties. The book has the objective of fostering scholarly exchange, encouraging intellectual debate and promoting the advancement of knowledge and understanding of IWRM as a concept, as a goal per se and as a strategy towards development goals. This book was published as a special issue of the International Journal of Water Resources Development.

In February 2013, a delegation of Dutch technicians working in Indonesia handed over the book “For Profit and Prosperity”, dealing with the Dutch contribution to public works in Indonesia during the period 1800–2000, to dr. ir. Suyono Sosrodarsono, who was Director General of Water Management (1966-1982) and Minister of Public Works (1983-1988) in Indonesia. In his expression of thanks, dr. ir. Suyono Sosrodarsono noticed that important information was missing in the book, especially in the field of irrigation in modern Indonesia. He suggested that Dutch participants of the irrigation projects in Indonesia since 1965 should provide the missing information by putting their memories on paper. This suggestion was adopted and has resulted in the present anthology, focusing on the rehabilitation and creation of a few irrigation projects with Dutch assistance during the period 1965-2014. Apart from purely technical information, legal frameworks, policies and programs are treated, as well as systems regarding water management, settlement, training and education. Special attention is given to the problematic nature of the West Tarum Canal and to Indonesia’s unique tidal and non-tidal swamp development. The anthology derives its authenticity from the fact that the authors of the various chapters actually participated “in the field”.

The ecosystem approach to fisheries (EAF) is a risk-based management process for the planning, management, development, regulation and monitoring of fishing and fishing-related activities. EAF addresses ecological consequences of fishing as well as social, economic and institutional aspects of fisheries sustainability. Adequate legislation and regulatory frameworks are key to successful implementation of the EAF. The continuous review and update of information on legislation and regulatory instruments require the analysis of existing legal frameworks at all levels of governance, to assess whether they remain in force, valid and aligned with international fisheries law standards, including the EAF. The present work was prepared with a view to provide current information on how the EAF is being implemented through national legal frameworks of selected countries in Africa. It revisits a previous legal study prepared by Anniken Skonhoft and published by FAO in 2011. A decade later, based on the scope of that study, the present work provides updated data and contributes to the knowledge on the current global and regional legal frameworks for an EAF, which are vital for EAF implementation purposes. This update also re-analysed certain countries’ national legislation and their evolution with respect to capturing the EAF requirements. Ultimately, the present work supports the legal implementation of an EAF for a holistic, integrated and innovative way of managing fisheries that promotes the participation of all relevant stakeholders and the use of best available knowledge for decision making, whilst balancing the human dimensions with the care for the environment, habitats, ecosystems and biodiversity related with fishery resources on which they depend.
