The impact of land tenure systems in developing countries on agricultural investment and productivity continues to be the subject of intense scrutiny. This paper looks at land policy reforms with emphasis on lessons from Africa south of the Sahara (SSA). Food security crises in developing countries in the past decades have revived the debate about whether land tenure systems constrain farmer innovation and investment in agriculture. Changes in tenure systems can potentially have major implications for agricultural transformation. This chapter summarizes the arguments about how best to provide land tenure security in SSA and reviews recent experience and evidence arising from innovative interventions, with implications for other developing regions as well. It is hoped that the experiences and topics analyzed here may also help Venezuela in the process of normalizing land tenure systems in that country.

Inadequate electricity services pose a major impediment to reducing extreme poverty and boosting shared prosperity in Sub-Saharan Africa. Simply put, Africa does not have enough power. Despite the abundant low-carbon and low-cost energy resources available to Sub-Saharan Africa, the region s entire installed electricity capacity, at a little over 80 GW, is equivalent to that of the Republic of Korea. Looking ahead, Sub-Saharan Africa will need to ramp-up its power generation capacity substantially. The investment needed to meet this goal largely exceeds African countries already stretched public finances. Increasing private investment is critical to help expand and improve electricity supply. Historically, most private sector finance has been channeled through privately financed independent power projects (IPP), supported by nonrecourse or limited recourse loans, with long-term power purchase agreements with the state utility or another off-taker. Between 1990 and 2014, IPPs have spread across Sub-Saharan Africa and are now present in 17 countries. Currently, there are 125 IPPs, with an overall installed capacity of 10.7 GW and investments of $24.6 billion. However, private investment could be much greater and less concentrated. South Africa alone accounts for 67 IPPs, 4.3 GW of capacity and $14.4 billion of investments; the remaining projects are concentrated in a handful of countries. The objective of this study is to evaluate the experience of IPPs and identify lessons that can help African countries attract more and better private investment. At the core of this analysis is a reflection on whether IPPs have in fact benefited Sub-Saharan Africa, and how they might be improved. The analysis is based primarily on in depth case studies, carried out in five countries, including Kenya, Nigeria, South Africa, Tanzania and Uganda, which not only have the most numerous but also among the most extensive experience with IPPs.

This book documents frontier knowledge on the drivers of agriculture productivity to derive pragmatic policy advice for governments and development partners on reducing poverty and boosting shared prosperity. The analysis describes global trends and long-term sources of total factor productivity growth, along with broad trends in partial factor productivity for land and labor, revisiting the question of scale economies in farming. Technology is central to growth in agricultural productivity, yet across many parts of the developing world, readily available technology is never taken up. Presumption of a direct causal link between formalisation of property rights and economic productivity is back on the international development agenda. Belief in such a direct causal relationship had been abandoned in the early 1990s, following four decades of land tenure reform experiments that failed to produce the anticipated efficiency results. The work of Hernando de Soto has provided the springboard for this revival. De Soto argues that formal property rights hold the key to poverty reduction by unlocking the capital potential of assets held informally by poor people. De Soto's justifications of formal title do not differ much from justifications that were advanced for ambitious land tenure reforms in various sub-Saharan African countries, starting with Kenya in the 1950s. Introduction of formal title in the African areas was seen as the key to solving problems of land degradation and improving agriculture by providing farmers with security of tenure that would create incentives for further investment in the land. This paper argues that there are five shortcomings in both the old and contemporary arguments for formalisation of land title. First, legality is constructed narrowly to mean only formal legality. Therefore legal pluralism is equated with extra-legality. Second, there is an underlying social evolutionist bias that presumes inevitability of the transition to private (conflated with individual) ownership as the destiny of all societies. Third, the presumed link between formal title and access to credit facilities has not been borne out by empirical evidence. Fourth, markets in land are understood narrowly to refer only to 'formal markets'. Fifth, the arguments in favour of formulisation of title as the means to secure tenure ignore the fact that formal title could also generate insecurity.

The struggle over land has been the central issue in Zimbabwe ever since white settlers began to carve out large farms over a century ago. Their monopolisation of the better-watered half of the land was the focus of the African war of liberation war, and was partially modified following Independence in 1980. A dramatic further episode in this history was launched at the start of the last decade with the occupation of many farms by groups of African veterans of the liberation struggle and their supporters, which was then institutionalised by legislation to take over most of the large commercial farms for sub-division. Sustained fieldwork over the intervening years, by teams of scholars and experts, and by individual researchers is now generating an array of evidence-based findings of the outcomes: how land was acquired and disposed of; how it has been used; how far new farmers have carved out new livelihoods and viable new communities; the major political and economic problems they and other stakeholders such as former farm-workers, commercial farmers, and the overall rural society now face.
