In January 2004, spurred by the events of September 11, 2001, the U.S. Department of Homeland Security inaugurated a new system for the tracking of foreign visitors at ports of entry to the United States: the United States Visitor and Immigrant Status Indicator Technology (US-VISIT) program. US-VISIT incorporates new technology, processes, and changes to immigration law across multiple federal departments and agencies. The technological aspects of US-VISIT include biometric visas, passports, and scanning equipment; linked databases; and the recording of the arrival and departure of nonimmigrant aliens. The US-VISIT information systems link several databases, including a watch list of known immigration violators and other criminals, a system for storing information on foreign students, and a database of previous visa holders. It is being implemented in four increments, with the first initiated in January 2004, and the final configuration of the system available near the end of the decade. Building on previous RAND research, this paper discusses some of the policy issues raised by the introduction and development of US-VISIT. Such issues include the program's effect on national security, personal privacy, and trade and tourism. Informing this analysis is a comparative case study of visa requirements instituted by France in the late 1980s and early 1990s in direct response to terrorist attacks.

When Lou Schell and her husband Fletcher first read Charles Kuralt's America, the two were captivated by the stories of his travels and the people he met along the way. The Schell's began planning their dream trip: a year-long Odyssey tracing Kuralt's route around the country, visiting his favorite U.S. locations during their most scenic seasons. They would spend time in each town he'd chronicled, perhaps even meeting some of the characters he'd described so vividly. Fletcher's sudden death put an end to that dream for awhile, but Lou couldn't shake the feeling this was a trip she was supposed to take. At the age of 77, Lou Schell gathered her children to her home on a Sunday afternoon and presented them with the news: she would be spending the next year traveling America - and she would be spending their inheritance to do it. Her children's response? "Go for it." While Lou began the trip with her 72 year old sister Janie, Janie was unable to complete the trip. Undaunted, Lou continued on alone. For the next several months, she drove from city to city, staying a full month in each location for so she could fully experience its culture, people, food and ambiance. In the pages of Revisiting America you'll join Lou as she shares a courtyard--and snacks--with Iggy the Iguana in Key West, dines at The Fat Hen restaurant in Charleston and takes an intrepid stroll across a mile high swinging bridge in Blowing Rock, North Carolina. Join this ever-young adventurer as she milks life for all it's worth, making friends from New Orleans to Taos, and Boothbay Harbor, Maine to Ketchikan, Alaska, and proving to everyone who hears her story that it's never too late to follow your dream.

Squeezed between a vast ocean and the longest mountain range on earth, Chile is 2,600 miles long and never more than 110 miles wide--not a country that lends itself to maps, as Sara Wheeler discovered when she traveled alone from the top to the bottom, from the driest desert in the world to the sepulchral wastes of Antarctica. Eloquent, astute, nimble with history and deftly amusing, Travels in a Thin Country established Sara Wheeler as one of the very best travel writers in the world.

What were the new People's Republic of China's policies to the Universal Postal Union in its early years? How did they help China promote its national interests in the world stage? Why did China train Albanian interns in the Cold War? Was it out of "communist fraternity" or was it part of China's concerted public diplomacy efforts? And what role has China's medical assistance to developing countries, especially those in Africa, played in its foreign affairs? Penned by well-known international relations scholars from China, the eight essays in this volume attempt to answer those questions and more. Based on rich literature, including some newly declassified files from the Chinese Ministry of Foreign Affairs, this volume introduces some of the most interesting and significant, but lesser-known, episodes in the diplomatic history of the People's Republic of China, and tries to shed light on their implications and impact on China's diplomacy. The U.S. military economy incorporates hundreds of American communities. This is the first book to connect our national security apparatus to the local level via deeply reported portraits of six carefully selected locations, including military Meccas and out-of-the-way places. They are woven into the warfare economy by bases, nuclear weapons labs, and production sites. The book includes an invaluable overview of how the military is structured, how its budget is made, and what it costs. It also shows how the military economy perpetuates itself. In on-the-ground reporting, Pemberton traces the lines of connection between the tour stops presented here and our country’s foreign policy, industrial policy, and budget priorities. She examines the meaning of national security in the current moment, as climate change becomes what the military itself calls "an urgent and growing threat." And she dramatically demonstrates how redirecting our militarized foreign and industrial policy toward climate security can help these communities become part of the solution. For students, scholars, public servants, and all concerned citizens, this book is essential reading.

From former assistant secretary of state Kurt M. Campbell comes the definitive analysis and explanation of the new major shift in American foreign policy, its interests and assets, to Asia. There is a quiet drama playing out in American foreign policy far from the dark contours of upheaval in the Middle East and South Asia and the hovering drone attacks of the war on terror. The United States is in the midst of a substantial and long-term national project, which is proceeding in fits and starts, to reorient its foreign policy to the East. The central tenet of this policy shift, aka the Pivot, is that the United States will need to do more with and in the Asia-Pacific hemisphere to help revitalize its own economy, to realize the full potential of the region's dramatic innovation, and to keep the peace in the world's most dynamic region where the lion's share of the history of the twenty-first century will be written. This book is about a necessary course correction for American diplomacy, commercial engagement, and military innovation during a time of unrelenting and largely unrewarding conflict. While the United States has intensified its focus on the Asia-Pacific arena relative to previous administrations, much more remains to be done. The Pivot is about that future. It explores how the United States should construct a strategy that will position it to maneuver across the East and offers a clarion call for cunning, dexterity, and ingenuity in the period ahead for American statecraft in the Asia-Pacific region.
