Como para la gran mayoría de los chilenos, los años de existencia de la revista HOY fueron años de tragedias y temores, mezclados con alegrías y esperanzas; la mayor de todas, la de octubre de 1988 cuando triunfó el “No” y se despejó el camino al retorno a la democracia. La revista HOY sólo se propuso ser un medio de comunicación al servicio de los lectores, pero las circunstancias la llevaron a ser, también, una luz de esperanza, un espacio abierto para el diálogo en tiempos difíciles. Esa historia y la de sus protagonistas –no sólo la de quienes participaron directamente en ella, sino muy especialmente de sus amigos y lectores– ha sido reconstruida con paciencia, habilidad y mucha dedicación por las noveles periodistas Paula Mobarec y Dominique Spiniak. Este es un documento para leer y guardar como recuerdo de un tiempo que no fue fácil, pero en el cual HOY sirvió a muchos de consuelo y nos permitió mantener viva la esperanza en medio de la borrasca.

Chile emerged from military rule in the 1990s as a leader of free market economic reform and democratic stability, and other countries now look to it for lessons in policy design, sequencing, and timing. Explanations for economic change in Chile generally focus on strong authoritarianism under General Augusto Pinochet and the insulation of policymakers from the influence of social groups, especially business and landowners. In this book Eduardo Silva argues that such a view underplays the role of entrepreneurs and landowners in Chile's neoliberal transformation and, hence, their potential effect on economic reform elsewhere. He shows how shifting coalitions of businesspeople and landowners with varying power resources influenced policy formulation and affected policy outcomes. He then examines the consequences of coalitional shifts for Chile's transition to democracy, arguing that the absence of a multiclass opposition that included captialists facilitated a political transition based on the authoritarian constitution of 1980 and inhibited its alternative. This situation helped to define the current style of consensual politics that, with respect to the question of social equity, has deepened a neoliberal model of welfare statism, rather than advanced a social democratic one.

During Chile’s shift to neoliberalism, the dictatorship of Augusto Pinochet passed a swath of probusiness labor legislation. Subsequent labor reforms by democratically elected progressive administrations have sought to shift power back to workers, but this task has proven difficult. In Building Power to Shape Labor Policy, Pablo Pérez Ahumada explains why. Focusing on reforms to collective labor law, Pérez Ahumada argues that analyzing how both workers and employers mobilize power to influence government policies is crucial for understanding labor reform outcomes. He examines the relational character of power to explain how different types of power—structural, institutional, associational—interact with each other, and proposes a relational understanding of power and how it is balanced among competing social classes. While workers and employers both have a hand in shaping labor law, their influence is not equal. Analysis of recent events in Chile reveals how the balance of power and the lingering effects of neoliberalism manifest in labor reform.
