For decades, administrations of both political parties have used cost-benefit analysis to evaluate and improve federal policy in a variety of areas, including health and the environment. Today, this model is under grave threat. In Reviving Rationality, Michael Livermore and Richard Revesz explain how Donald Trump has destabilized the decades-long bipartisan consensus that federal agencies must base their decisions on evidence, expertise, and analysis. Administrative agencies are charged by law with protecting values like stable financial markets and clean air. Their decisions often have profound consequences, affecting everything from the safety of workplaces to access to the dream of home ownership. Under the Trump administration, agencies have been hampered in their ability to advance these missions by the conflicting ideological whims of a changing cast of political appointees and overwhelming pressure from well-connected interest groups. Milton's Great Poems--Paradise Lost, Paradise Regained, and Samson Agonistes--are here examined in the light of his lifelong commitment to the English revolutionary cause. The poems, Joan Bennett shows, reflect the issues Milton had dealt with in theological and public policy debate, foreign diplomacy, and propaganda; moreover, they work innovatively with these issues, reaching in epic and tragedy answers that his pamphlets and tracts of the past twenty years had only partially achieved. The central issue is the nature and possibility of human freedom, or "Christian liberty." Related questions are the nature of human rationality, the meaning of law, of history, of individuality, of society, and--everywhere--the problem of evil. The book offers a revisionist position in the history of ideas, arguing that Renaissance Christian humanism in England descended not from Tudor to Stuart Anglicanism but from Tudor Anglicanism to revolutionary Puritanism. Close readings are offered of texts by Richard Hooker, Milton, and a range of writers before and during the revolutionary period. Not only theological and political positions but also political actions taken by the authors are compared. Milton's poems are studied in the light of these analyses. The concept of "radical Christian humanism" moves current Milton criticism beyond the competing conceptions of Milton as the poet of democratic liberalism and the prophet of revolutionary absolutism. Milton's radical Christian humanism was built upon pre-modern conceptions and experiences of reason that are not alien to our time. It stemmed from, and resulted in, a religious commitment to political process which his poems embody and illuminate.

Spatial planning defines how men use one of the most important and scarce resources on Earth: land. Planners therefore play a key role in countering or deepening the current ecological crisis. To foster ecological transitions, planning scholars and practitioners need to be equipped with sound theories and practical tools. To this end, this book advocates a re-foundation of spatial planning under the paradigm of “ecological rationality”, based on the revaluation of early pioneers of ecological planning and mutual fertilization with different disciplines, including decision-making science, ecology, (eco)system theory, land use science and political ecology. The key principles of ecological rationality and its application to spatial planning are discussed and this conceptual framework is used to explain the main underlying drivers of ecological degradation and their spatial manifestations at the local level. Current policy instruments in the European context, which can be used to underpin ecological planning, such as Green Infrastructure and the Mapping and Assessment of Ecosystem Service (MAES) initiative, are also examined.

Ralph Wedgwood gives a general account of the concept of rationality. The Value of Rationality is designed as the first instalment of a trilogy - to be followed by accounts of the requirements of rationality that apply specifically to beliefs and choices. The central claim of the book is that rationality is a normative concept. This claim is defended against some recent objections. Normative concepts are to be explained in terms of values (not in terms of 'ought' or reasons). Rationality is itself a value: rational thinking is in a certain way better than irrational thinking. Specifically, rationality is an internalist concept: what it is rational for you to think now depends solely on what is now present in your mind. Nonetheless, rationality has an external goal - the goal of thinking correctly, or getting things right in one's thinking. The connection between thinking rationally and thinking correctly is probabilistic: if your thinking is irrational, that is in effect bad news about your thinking's degree of correctness. This account of rationality explains how we should set about giving a theory of what it is for beliefs and choices to be rational. Wedgwood thus unifies practical and theoretical rationality, and reveals the connections between formal accounts of rationality (such as those of formal epistemologists and decision theorists) and the more metaethics-inspired recent discussions of the normativity of rationality. He does so partly by drawing on recent work in the semantics of normative and modal terms (including deontic modals like 'ought').
