This book is based on the notion that an adequate response to globalization challenges requires a holistic approach to several different dimensions - immigration, technology, economy, and environment - as well as effective collaboration and coordination among the central domains of education: curriculum, teaching, and teacher education. This report describes recent trends in the international migration of doctors and nurses in OECD countries. Over the past decade, the number of doctors and nurses has increased in many OECD countries, and foreign-born and foreign-trained doctors and nurses have contributed to a significant extent. New in-depth analysis of the internationalisation of medical education shows that in some countries (e.g. Israel, Norway, Sweden and the United States) a large and growing number of foreign-trained doctors are people born in these countries who obtained their first medical degree abroad before coming back. The report includes four case studies on the internationalisation of medical education in Europe (France, Ireland, Poland and Romania) as well as a case study on the integration of foreign-trained doctors in Canada.

Expectations for performance management systems continue to grow in the public sector. Yet few administrators know how to effectively implement and sustain these systems. Performance-Based Management Systems: Effective Implementation and Maintenance supports practical efforts to build and maintain performance management systems in public organizations, explaining obstacles to measurement efforts and providing guidance on how to overcome them. The book begins by exploring performance measurement as a key element of performance-based management systems. It discusses its legacy and its limitations and offers competing explanations of the factors that constrain its effective use. Next, it focuses on building theory in support of practice through a mixed methods approach. It examines research reconciling the conflicting explanations for the lack of proper use of performance measurement information. Then it offers new insights for developing a context-sensitive model of performance measurement that can lead to effective practices. The third part develops these insights into a pragmatic model of performance-based management. It provides a realistic explanation of the contributions of performance measurement and gives advice derived from current practice. Abstract: Developing countries start the decade facing two major challenges: to continue the social and economic progress of the past 30 years in an international climate that looks less helpful; and to tackle the plight of the 800 million people living in absolute poverty, who have benefitted too little from past progress. This report examines some of the difficulties and prospects in both areas. One of its central themes is the importance of people in development. The first part of the report addresses the expected sluggish world economic growth as oil-importing countries reduce their current account deficits and adapt to higher energy costs. Domestic policies of developing countries will be crucial, and the fate of poor people in these countries will be decided largely by domestic opportunities and policies. The second part of the report describes the role of human development programs (in education, health, nutrition, and fertility reduction) and their related effects on productivity and population growth.
