The reordering of France into a new hierarchy of administrative and judicial regions in 1791 unleashed an intense rivalry among small towns for seats of authority, while raising vital issues for the vast majority of the French population. Here Ted Margadant tells a lively story of the process of politicization: magistrates, lawyers, merchants, and other townspeople who petitioned the National Assembly not only boasted of their own communities and denigrated rival towns, but also adopted revolutionary slogans and disseminated new political ideas and practices throughout the countryside. The history of this movement offers a unique vantage point for analyzing the regional context of town life and the political dynamics of bourgeois leadership during the French Revolution. Margadant explores the institutional crisis of the old regime that brought about the reordering, considers the rhetoric and politics of space in the first year of the Revolution, and examines the fate of small towns whose districts and law courts were suppressed. Clarke Garrett examines the differing responses of Catholics and Protestants and the resulting disturbances. Roderick Phillips describes the wide variation in provincial response to the revolutionary assembly's family reform measures. He traces the different reactions of urban and rural residents to such legal measures as liberalization of divorces, secularization of birth, death, and marriage registrations, and inheritance reform. Peasants in central France were already engaged in total revolution when Joseph Fouche arrived there in late 1793. Nancy Fitch argues that Fouche was formed by his encounter with indigenous peasant radicalism as much as the peasants were influenced by his rhetoric of a new political culture. Donald Sutherland, summarizing scholarly debate on the subject, argues that, in the final analysis, the Revolution itself was tragically and profoundly alien to many French men and women in 1789.

This study analyzes the political and fiscal origins of the French Revolution by looking at the relationship between the royal government and privileged, corporate bodies at local level. Utilizing a neo-Tocquevillian approach, it argues that the monarchy undermined its own attempts at reform by extending central authority, while at the same time it continued to rely upon corporate structures and monopolies to finance the state. The unresolvable, institutional conflicts had the effect of politicising members of the privileged elite and eventually led many of them to embrace a rhetoric of citizenship, accountability, and civic equality that had far-reaching and unanticipated consequences. When Lille's bourgeoisie consolidated a municipal revolution in 1789, they followed a programme that was politically liberal, but economically conservative. Arranged as a series of case-studies, the book illuminates the structure of political power in the Flemish provincial estates, the growth of royal taxation, the problem of municipal credit, the role of venal officeholders, and the relationship of the revolutionary bourgeoisie to monopolies of the guilds.
