Nous avons vu qu'au moment de cette création, la Chambre des comptes avait obtenu le jugement de la comptabilité des receveurs des aydes mais que le jugement des agents de ces aydes hors la comptabilité, avait été réservé à la Cour des aydes, soit en matière civile, soit en matière criminelle, comme une continuation des prérogatives dont jouissaient les Etats avant la création de la Cour des aydes. Qui sont ces hommes qui ont eu le projet de faire du droit une science et des juristes des scientifiques ? Ce sont les animateurs de la Revue générale du droit, de la législation et de la jurisprudence en France et à l'étranger qui naît en 1877, sous l'égide de Joseph Lefort, et qui paraît jusqu'en 1938. Entouré de professeurs et praticiens, français et étrangers, cet avocat parisien place la revue sous le signe de l'ouverture disciplinaire et géographique. La Revue Générale sera l'un des principaux périodiques juridiques de la Troisième République et en constitue un observatoire privilégié. Les rapports des auteurs à leur environnement, comme la spécialisation croissante du droit, les changements du droit civil ou pénal, la Première Guerre mondiale, la montée du socialisme et de l'interventionnisme étatique, les revendications ouvrières, le rapport à l'Allemagne, impriment à la revue un caractère tantôt singulier, tantôt archétypal. Un projet est donc au coeur du recueil : l'avènement d'un juriste scientifique au discours savant empreint de neutralité. Mais dans le même temps, ces juristes entendent influencer voire guider la société et le législateur en prônant, selon les domaines, un réformisme juridique ou une forme de conservatisme. Ces juristes ne seraient-ils pas alors davantage des politiques que des scientifiques ?
