The Heavens on Earth explores the place of the observatory in nineteenth-century science and culture. Astronomy was a core pursuit for observatories, but usually not the only one. It belonged to a larger group of “observatory sciences” that also included geodesy, meteorology, geomagnetism, and even parts of physics and statistics. These pursuits coexisted in the nineteenth-century observatory; this collection surveys them as a coherent whole. Broadening the focus beyond the solitary astronomer at his telescope, it illuminates the observatory’s importance to technological, military, political, and colonial undertakings, as well as in advancing and popularizing the mathematical, physical, and cosmological sciences. The contributors examine “observatory techniques” developed and used not only in connection with observatories but also by instrument makers in their workshops, navy officers on ships, civil engineers in the field, and many others. These techniques included the calibration and coordination of precision instruments for making observations and taking measurements; methods of data acquisition and tabulation; and the production of maps, drawings, and photographs, as well as numerical, textual, and visual representations of the heavens and the earth. They also encompassed the social management of personnel within observatories, the coordination of international scientific collaborations, and interactions with dignitaries and the public. The state observatory occupied a particularly privileged place in the life of the city. With their imposing architecture and ancient traditions, state observatories served representative purposes for their patrons, whether as symbols of a monarch’s enlightened power, a nation’s industrial and scientific excellence, or republican progressive values. Focusing on observatory techniques in settings from Berlin, London, Paris, and Rome to Australia, Russia, Thailand, and the United States, The Heavens on Earth is a major contribution to the history of science. Gunpowder studies are still in their infancy despite the long-standing civil and military importance of this explosive since its discovery in China in the mid-ninth century AD. In this second volume by contributors who meet regularly at symposia of the International Committee for the History of Technology (ICOHTEC), the research is again rooted in the investigation of the technology of explosives manufacture, but the fact that the chapters range in scope from the Old World to the New, from sources of raw materials in south-east Asia to the complications of manufacture in the West, shows that the story is more than the simple one of how an intriguing product was made. This volume is the first to develop the implications of the subject, not just in the sense of relating it to changing military technologies, but in that of seeing the securing of gunpowder supplies as fundamental to the power of the state and imperial pretensions.The search for saltpetre, for example, an essential ingredient of gunpowder, became a powerful engine of sea-going European trade from the early seventeenth century. Smaller states like Venice were unable to form these distant connections, and so to sustain a gunpowder army. Stronger states like France and Britain were able to do so, and became even more powerful as the demand for improved explosives fostered national strengths - leading to a development of the sciences, especially chemistry, in the former case, and of manufacturing techniques in the latter.

In 1988, the NATO panel governing human sciences (Panel 8 on Defence Applica of Human and Bio-Medical Sciences) established a Research Study Group to synthe tions size information relevant to Advanced Technologies Applied to Training Design. During its first phase, the RSG established an active exchange of information on advanced tech nologies applied to training design and stimulated much military application of these tech nologies. With the increased emphasis on training throughout the alliance, Panel 8, during its April 1991 meeting decided to continue with Phase II of this RSG focusing in the area of advanced training technologies that were emerging within the alliance. In order to ac complish its mission, the RSG held a series of workshops. Leaders in technology and training were brought together and exchanged information on the latest developments in technologies applicable to training and education. This volume represents the last in a se ries based on the NATO workshops. In Part One, it details findings from the last work shop, Virtual Reality for Training; and in Part Two, we provide a summary perspective on Virtual Reality and the other emerging technologies previously studied. These include computer-based training, expert systems, authoring systems, cost-effectiveness, and dis tance learning. It is a natural extension to proceed from learning without boundaries to virtual envi ronments. From the extended classroom to the individual or team immersion in a distrib uted, virtual, and collaborative environment is an easy conceptual step.
