Why has the military not intervened in the post-communist political arena since the advent of democracy in Russia? Do lowered levels of professionalism actually lead to higher levels of intervention? Through a systematic exploration of professionalism within the Russian military, this study addresses these important questions. Moran suggests that by examining the notion of subjective fragmentation, both Gorbachev and Yeltsin utilized a highly effective, yet potentially troublesome, form of civil-military control. Findings that overall levels of praetorian behavior on the part of the Russian military have declined in this period, in spite of declining levels of military professionalism, challenge one of the most basic theoretical assumptions of civil-military relations. Since 1991, post-communist Russia has exhibited all of the classic indicators of a society ripe for a military takeover. Not only have institutional interests of the Russian officer corps been gravely threatened, but surveys conducted within it have found a general lack of sympathy for democratic values. Furthermore, Russia's weak civil society is accompanied by high levels of corruption, rampant crime, secessionist movements, a significant terrorist threat, and a general disrespect for the rule of law. Even further augmenting the chances of a military coup d'^D'etat, public opinion polls of civilians have found that the military is one of the most trusted institutions in the country—so trusted, in fact, that many Russian citizens have expressed support for a military takeover. Moran explains why the military has not capitalized on these factors.

Conflict resolution, conflict management and conflict transformations are major themes in this unique book which examines, explores and analyses the mediation attempts of the Organization for Security and Cooperation in Europe in the Nagorno-Karabakh conflict. Ohannes Geukjian shows the most striking characteristic of a protracted internal conflict such as this is its asymmetry and explains that, without meeting basic human needs like identity, recognition, security and participation, resolving any protracted social conflict is very difficult. The Armenian Azerbaijani case demonstrates how official diplomacy may not be able to solve protracted internal conflicts as, without addressing the real causes of the problematic relationship, attempts at peace making will always be sporadic and the space for mutual understanding and compromise shrink. Geukjian shows that conflict transformation has a particular salience in asymmetric conflicts such as this where the goal is to transform unjust relationships and where a high degree of polarisation between the disputants has taken root. Cold War Radio is a fascinating look at how the United States waged the Cold War through the international broadcasting of Voice of America (VOA) and Radio Free Europe/Radio Liberty (RFE/RL). Mark G. Pomar served in senior positions at VOA and RFE/RL from 1982 to 1993, during which time the Reagan and Bush administrations made VOA and RFE/RL an important part of their foreign policy. VOA is America’s “national voice,” broadcasting in more than forty languages, and is charged with explaining U.S. government policies and telling America’s story with the aim of gaining the respect and goodwill of its target audience. During the Cold War, the VOA Russian Service broadcast twenty-four hours a day, seven days a week. RFE/RL is a private corporation, funded until 1971 by the CIA and afterward through open congressional appropriations. It broadcast in more than twenty languages of Central and Eastern Europe and Eurasia and functioned as a “home service” located abroad. Its Russian Service broadcast news, feature programming, and op-eds that would have been part of daily political discourse if Russia had free media. Pomar takes readers inside the two radio stations to show how the broadcasts were conceived and developed and the impact they had on international broadcasting, U.S.-Soviet relations, Russian political and cultural history, and the dissolution of the Soviet Union. Pomar provides nuanced analysis of the broadcasts and sheds light on the multifaceted role the radios played during the Cold War, ranging from instruments of U.S. Cold War policy to repositories of independent Russian culture, literature, philosophy, religion, and the arts.
