Masterarbeit aus dem Jahr 2013 im Fachbereich BWL - Unternehmensführung, Management, Organisation, Note: 1,7, Private Fachhochschule Göttingen, Sprache: Deutsch, Abstract: Vor ca. 10 Jahren am 14.03.2003 verkündete der damalige Bundeskanzler Gerhard Schröder die Agenda 2010. Das Konzept beinhaltet weitreichende Neuerungen im Bereich Wirtschaft, Arbeitsmarkt und weiteren Teilen des öffentlichen Lebens. Die Änderungen auf dem Arbeitsmarkt werden im allgemeinen Sprachgebrauch oftmals als „Hartz- Reformen“ bezeichnet, da der ehemalige Personalvorstand des Volkswagen Konzerns Peter Hartz jener Kommission vorstand, die mit der Ausarbeitung der Arbeits- und Sozialmarktreformen beauftragt wurde. Insbesondere zu dem diesjährigen 10 jährigen Jubiläum wurde die Reform wieder in die mediale Öffentlichkeit gerückt. Hierbei stehen insbesondere die gesellschaftlichen Änderungen und die Wirkungen auf dem Arbeitsmarkt in Folge der Agenda 2010 im Fokus der Betrachtung. Allerdings hat die Reform auch die Arbeitsverwaltung erheblich verändert. So wurde im Rahmen von „Hartz III“ aus der „Bundesanstalt für Arbeit“ die „Bundesagentur für Arbeit“ (BA) mit dem Ziel die Verwaltungsstrukturen hin zu einem Dienstleistungsunternehmen zu modernisieren. Aus dem Bürger wurde ein Kunde. Auch die Grundsicherungsbehörden, welche die Aufgaben nach der Neuordnung des Sozialgesetzbuch II (SGB II) wahrnehmen, wurden im Rahmen der „Hartz IV Reform“ verändert. Aus diesen Grundsicherungsbehörden sind nach weiteren gesetzlichen Änderungen die Jobcenter (JC) entstanden. Allerdings sind die Ergebnisse der JC insbesondere bei den Beschäftigungsaufnahmen der Kunden unterschiedlich. Dies wirft natürlich hinsichtlich der Arbeitsweise der JC Fragen auf und lässt auf qualitative Unterschiede in der Aufgabenwahrnehmung und den organisatorischen Prozessen schließen. Auf der anderen Seite können auch interne oder externe Faktoren vorliegen, die diese unterschiedlichen Ergebnisse begründen. Um dies zu untersuchen, könnte sich ein umfassendes Risikomanagement im JC als mögliche Analysemethode anbieten. Eine gesetzliche Regelung existiert für den Geltungsbereich der JC derzeit nicht. Für Aktiengesellschaften und Gesellschaften mit beschränkter Haftung (GmbH) hingegen ist ein Risikomanagement verbindlich im Gesetz zur Kontrolle und Transparenz im Unternehmensbereich (KonTraG) festgelegt. Aus den Erfahrungen privater Unternehmen könnten sich somit Methodiken ableiten lassen, die möglicherweise zu besseren Arbeitsergebnissen der JC führen. Deshalb ist es Ziel dieser Arbeit, den Nutzen eines Risikomanagements für das JC zu analysieren. Dabei wird im ersten Teil der Arbeit das Ris
