How can we know a country, such as the United States or China, is revisionist, that is, whether it intends to upset the international order?What motivates states to act the way they do? Contesting Revisionism focuses on a particular kind of motivation inclining a state to challenge the existing norms, rules, and institutions of international order: revisionism. The authors offer a critique of the existing discourse on revisionism and investigate the origin and evolution of the foreign policy orientations of revisionist states in the past. Furthermore, they introduce an ensemble of indicators to discern and compare the extent of revisionist tendencies on the part of contemporary China and the United States. Questioning the facile assumption that past episodes will repeat in the future, they argue that "hard" revisionism relying on war and conquest is less viable and likely in today's world. Instead, "soft" revisionism seeking to promote institutional change is more relevant and likely. Focusing on contemporary Sino-American relations, they conclude that much of the current discourse based on power transition theory is problematic. A dominant power is not inevitably committed to the defense of international order, nor does a rising power always have a revisionist agenda to challenge this order. The transformation of international order does not necessarily require a power transition between China and the US., nor does a possible power transition necessarily augur war. After developing the concept of revisionism both theoretically and empirically, they conclude with a series of policy recommendations for enhancing international stability and diminishing tension in Sino-American relations.

This volume offers a coherent analysis of the European Union’s security strategies within a comparative framework. If the EU is to survive and prosper as an effective security actor, it requires that greater attention be devoted to taking a cohesive and common position on the relationship between EU foreign policy means and goals. The major claim of this edited collection is that there is a European grand security strategy that disciplines member state security strategies. That grand strategy has two distinct substantive goals: (1) the preservation and expansion of the EU system of security governance; and (2) the implementation of specific strategies to meet internal and external threats and sources of insecurity. The EU has sought to develop a grand security strategy that not only accounts for the proliferation of threats possessing a military or non-military character and differentiates between core and peripheral regions of interest, but also addresses the requirements to bridge the increasingly blurred boundary between internal and external security threats and the necessary reconciliation of the competing security preferences of its member states. It is widely believed that shifts in the balance of power between an established hegemon and a rising upstart can lead to war. To what extent does this proposition hold true for Sino-American relations today? Steve Chan examines a range of international relations theories and popular narratives that suggest an elevated risk of confrontation between the two powers. Probing the recent deterioration in Sino-American relations, he considers whether several factors that can raise or lower international tension apply to the current situation. Chan demonstrates that power shifts do not preordain violent outcomes—nor does their absence ensure peace. Criticizing overly mechanistic frameworks, he emphasizes that domestic politics, international political economy, and the choices of individual leaders are all crucial to understanding why wars happen. Chan demonstrates that claims of a “rising China” catching up to and even poised to overtake the United States are alarmist: American structural advantages will endure for some time to come. Contrary to prevailing narratives, China does not act like a revisionist power seeking to overturn the system, while the United States, far from defending the international order, has frequently undermined it. However, Chan cautions, Taiwan remains a flashpoint for a possible Sino-American conflict. In Brazil’s International Activism Monika Sawicka questions how Brazil’s deep-rooted craving for greatness has led to the quest for status in the twenty-first century and contends that the categorization of Brazil as an “emerging middle power” enriches the understanding of modern Brazilian foreign policy. This book analyzes Russian and Chinese revisionism in the face of US and Western post-Cold War liberal international order building and asks why both powers have turned revisionist in the late 2000s. The study develops a neoclassical realist model of international order building and contestation and posits to view revisionism as a strategic choice. States go revisionist if the status quo international order threatens their vital security needs (broadly defined not only as territorial security, but also political, economic, normative and ontological) and if they have the means to challenge the undesirable status quo. Russia and China were both unhappy with the post-Cold War international order of American designs, but had to opt for accommodation in the 1990s and early 2000s (“strategic accommodation” in the Chinese case, “resentful accommodation” in the Russian case), before revisionism became even more of a necessity and a real policy option from the late 2000s onward (“constructive revisionism” in the Chinese case, “destructive revisionism” in the Russian case). The author calls for a policy of neo-containment to counter Moscow’s and Beijing’s efforts to game and erode the international order.
