For old and new studies in decision making and risk analysis, this book should stand at tlle watershed. Studies of conflict resolution and public policy will surely now have to take account of the model investigation provided by the IIASA team, and many things will not be the same again. This is a report of inquiries into the siting of liquefied energy gas (LEG) facilities in the Federal Republic of Germany, the Netherlands, the United Kingdom, and the United States. The risks of transporting this highly combustible stuff, and the economic benefits of being able to bring a natural energy source from one side of the globe to the other, holding it, and piping it out as needed, make LEG a model case for studying the public response to dangerous technology. The dangers of LEG are differ ent from those of nuclear power, for instance, where the response too often becomes entangled with the fear of nuclear war. The dangers of LEG include unco~trollable explosions, rather than insidious contami nation. But the degree of dangerousness is very much of the same order as that of nuclear power, and is at least as difficult to assess. In four different countries the constitutional procedures involved in obtaining approval of nuclear or LEG facilities are on record. The four case histories here are a model for comparative study of conflict resolu tion. The period over which the negotiations developed is much the same.

This book grew out of an effort to salvage a potentially useful idea for greatly simplifying traditional quantitative risk assessments of the human health consequences of using antibiotics in food animals. In 2001, the United States FDA’s Center for Veterinary Medicine (CVM) (FDA-CVM, 2001) published a risk assessment model for potential adverse human health consequences of using a certain class of antibiotics, fluoroquinolones, to treat flocks of chickens with fatal respiratory disease caused by infectious bacteria. CVM’s concern was that fluoroquinolones are also used in human medicine, raising the possibility that fluoroquinolone-resistant strains of bacteria selected by use of fluoroquinolones in chickens might infect humans and then prove resistant to treatment with human medicines in the same class of antibiotics, such as ciprofloxacin. As a foundation for its risk assessment model, CVM proposed a dramatically simple approach that skipped many of the steps in traditional risk assessment. The basic idea was to assume that human health risks were directly proportional to some suitably defined exposure metric. In symbols: Risk = K × Exposure, where “Exposure” would be defined in terms of a metric such as total production of chicken contaminated with fluoroquinolone-resistant bacteria that might cause human illnesses, and “Risk” would describe the expected number of cases per year of human illness due to fluoroquinolone-resistant bacterial infections caused by chicken and treated with fluoroquinolones.

The subject of this volume--uncertainties in risk assessment and management--reflects an important theme in health, safety, and environ mental decision making. MOst technological hazards are characterized by substantial uncertainty. Recent examples include nuclear waste disposal, acid rain, asbestos in schools, carcinogens in food, and hazardous waste. realing with such uncertainty is arguably the most difficult and challeng ing task facing risk assessors and managers today. Four primary sources of uncertainty in risk assessment and management can be identified: (1) uncertainties about definitions; (2) uncertainties about scientific facts; (3) uncertainties about risk perceptions and atti tudes; and (4) uncertainties about values. Uncertainties about definitions derive primarily from disagreements about the meaning and interpretation of key concepts, such as probability. Uncertainties about scientific facts derive primarily from disagreements about failure modes, the probability and magnitude of adverse health or environmental consequences, cause and effect relationships, dose-response relationships, and exposure patterns. Uncertainties about risk perceptions and attitudes derive primarily from disagreements about what constitutes a significant or acceptable level of risk. Uncertainties about values derive primarily from disagreements about the desirability or worth of alternative risk management actions or conse quences. The papers in this volume address each of these sources of uncertainty from a variety of perspectives. Reflecting the broad scope of risk assess ment and risk management research, the papers include contributions from safety engineers, epidemiologists, toxicologists, chemists, biostatisticians, biologists, decision analysts, economists,psychologists, political scien tists, sociologists, ethicists, and lawyers.
