Life in the last quarter of the twentieth century presents a baffling array of complex issues. The benefits of technology are arrayed against the risks and hazards of those same technological marvels (frequently, though not always, arising as side effects or by-products). This confrontation poses very difficult choices for individuals as well as for those charged with making public policy. Some of the most challenging of these issues result because of the ability of technological innovation and deployment to outpace the capacity of institutions to assess and evaluate implications. In many areas, the rate of technological advance has now far outstripped the capabilities of institutional monitoring and control. While there are many instances in which technological advance occurs without adverse consequences (and in fact, yields tremendous benefits), frequently the advent of a major innovation brings a wide array of unforeseen and (to some) undesirable effects. This problem is exacerbated as the interval between the initial development of a technology and its deployment is shortened, since the opportunity for cautious appraisal is decreased.

This book sets out a novel conceptual and analytical framework to explain why risk analysis, cost-benefit analysis, and similar analytical tools have gained sizeable currency in public administrations, in comparative perspective. Situated in critical interpretive policy analysis methodology, the book systematizes and innovates respective debates in three ways. First, it develops a novel typology of actors’ appreciations of analytical tools as instrumental problem-solving, legitimacy-seeking, and power-seeking. It conceptualizes the latter two as "polity policies" with actors seeking to confirm or rework decision-making structures. Second, the book theorizes how executive fragmentation and the multiplication of coordination requirements – often treated as hindrances to substantial analytical turns in an administration – nourish actors’ ideal typical appreciations of analytical tools in distinct ways. This volume constitutes the papers and discussions from a symposium on "Societal Risk Assessment: How Safe is Safe Enough?" held at the General Motors Research Laboratories on October 8-9, 1979. This symposium was the twenty-fourth in an annual series sponsored by the Research Laboratories. Initi ated in 1957, these symposia have as their objective the promotion of the interchange ofknowledge among specialists from many allied disciplines in rapidly developing or changing areas ofscience or technology. Attendees characteristically represent the academic, government, and industrial institutions that are noted for their ongoing activities in the particular area of interest. The objective of this symposium was to develop a balanced view of the current status of societal risk assessment's role in the public policy process and then to establish, if possible, future directions of research. Accordingly, the symposium was structured in two dimensions; certainty versus uncertainty and the subjective versus the objective. Furthermore, people representing extremely diverse discip lines concerned with the perception, quantification, and abatement of risks were brought together to provide an environment that stimulated the exchange of ideas and experiences. The keys to this exchange were the invited papers, arranged into four symposium sessions. These papers appear in this volume in the order of their presentation. Risk assessment has become a dominant public policy tool for making choices, based on limited resources, to protect public health and the environment.
