This paper examines how capital controls affect FDI decisions and how the impact of these restrictive measures varies with different levels of country risk. We construct a model of firms' FDI decisions, broadly in Dunning's "eclectic theory" framework, using "real options" to emphasize economic uncertainty and country risk. Numerical results of the model take the form of "quality statistics" that uncover the underlying dynamics hidden in the aggregate data that is responsible for the low performance of recent empirical studies. We find that increasing levels of capital controls reduce the life-span of FDI investments at each level of country risk and foreign investors' willingness towards risk sharing increases. We reveal a significant interaction between capital control and country risk, resulting in a nonlinear relationship between these and the volatility and volume statistics. We estimate a standard cross-sectional model that provides strong support for our theoretical findings.

Every state, in order to promote foreign investment, and to stimulate its economy, offers loans and insurance against certain risks to investors willing to invest abroad. For that purpose, Export Credit Agencies (ECAs) were created. Their purpose is to facilitate foreign investments and to cover and insure against certain political and financial risks that foreign investors may encounter in the host state. Also, since political instability and the fear of expropriation in some developing states pose grave risks to foreign investors, together with the behaviour of the financial markets of some states, the need to insure against such risks is something to be considered in order to encourage investments in these regions. ECAs have also been established to assist foreign investors conducting their business in a given market through granting them loans, guarantees and insurance against certain risks encountered by them. These loans to foreign investors are granted in order to ease their entry into foreign markets so that the recipient market can benefit from the foreign investors' expertise and technology. This book examines Export Credit Agencies in some detail. It concludes that even with the existence of various safeguard mechanisms, such measures are not enough to eliminate the risks faced by investors rather these are risk-reduction mechanisms and the success of such reduction depends upon a particular investor's due diligence and proper analysis of the foreign market and in knowing the protection limits present in laws and regulations and in international agreements.

Why do enterprises which are suc-cessfully operating in their home market decide on making investments in unknown and more insecure markets? Why do investment destinations have an interest in admitting foreign investors into the economy? Considering that FDI has grown in importance in the global economy in the last decades, obviously there has to be significant advantages for both sides. The World Investment Report (WIR) of UNCTAD reports in their recent publication (2008) high records in FDI flows in the world (UNCTAD 2008a). While developed countries still attract the largest volume of FDI inflows, developing countries possess the highest growth rate in drawing a significant volume of investment into their economy. Transforming and emerging markets in South, East and Southeast Asia particularly showed rapid development of generated inflows and their economies are prospering. China is a famous exam-ple. In our paper, we would like to introduce a not so well-known little tiger – Vietnam – and South Korea, which is after impressive growth in the last decades due to FDI now on its way to becoming an industrialized country. First we will give a short theoretical overview of FDI. We will not analyze all global flows and development of FDI. Our focus lies in the development and framework of FDI in both above-mentioned countries and answering the question which impact did FDI have on their economic development. Therefore follows an especially economical introduction of both countries and then a deeper look into sectors of FDI. We will give a short classification of development in Vietnam and in South Korea in comparison to global trends. In the final part of our paper, we will go into risks and weaknesses of both countries. At the end, we will give our conclusion concerning the impact of FDI on the two reviewed countries.
