Japan’s unusual position in the realm of international politics encapsulates a three-fold juxtaposition: both in and out of Asia, both occupied by and a close ally of the United States, and both a key trade partner and a strategic rival of China. Whilst international relations theory offers a number of ways to analyse these relations, this book instead utilizes the concept of risk to provide an innovative perspective on Japan’s relations with China, North Korea and the US. The book elucidates how risk, potential harm and harm are faced disproportionately by certain groups in society. This is demonstrated by providing an empirically rich analysis of the domestic implications of security relations with China, North Korea and the United States through the presence of US troops in Okinawa. Beginning with a theoretical discussion of risk, it goes on to demonstrate how the concept of risk adds value to the study of international relations in three senses. First, the concept helps to break down the boundaries between the international and domestic. Second, the focus on risk and the everyday directs us to ask basic questions about the costs and benefits of a security policy meant to secure the national population. Third, what implications do these two points have for governance? The question is one of governance as Japan’s externally oriented security policy produces domestic insecurity shared disproportionately, not equally, as this volume makes clear. Cochrane (1991 , Journal of Political Economy 99, 957--976) and Mace (1991 , Journal of Political Economy 99, 928--956) test if risk sharing across households is complete in the sense that household consumption moves one-for-one with aggregate consumption. In their studies the source of income risk is idiosyncratic, and agents can share risk across the entire economy. Using a sample of households from the Panel Study on Income Dynamics (PSID), we explore whether households share the risk associated with their industries and regions across households in other regions and industries. Human-induced environmental change is to be found throughout the world, but there are areas that scientists consider to be "critical regions" - regions that are particularly vulnerable to or suffering from environmental degradation. In this volume nine such "critical environmental regions" (Amazonia, the Aral Sea basin, the middle mountains of Nepal, Kenya's Ukambani region, the US Southern High Plains, the Mexico Basin, the North Sea, the Ordos Plateau of China, and the eastern Sundaland region of South-East Asia) are examined as case-studies. In chapter one the authors provide a detailed look into the concepts of environmental criticality and endangerment and propose formal definitions. The nine regional studies that follow in the subsequent chapters serve to translate the conceptual framework into the physical and social realities of each area.
