Risk-based engineering is essential for the efficient asset management and safe operation of bridges. A risk-based asset management strategy couples risk management, standard work, reliability-based inspection and structural analysis, and condition-based maintenance to properly apply resources based on process criticality. This ensures that proper controls are put in place and reliability analysis is used to ensure continuous improvement. An effective risk-based management system includes an enterprise asset management or resource solution that properly catalogues asset attribute data, a functional hierarchy, criticality analysis, risk and failure analysis, control plans, reliability analysis and continuous improvement. Such efforts include periodic inspections, condition evaluations and prioritizing repairs accordingly. Effective maintenance of bridge structures comprises a broad spectrum of plans for repairs and services implemented to enable bridges to perform their intended function. These include in-depth inspection, fatigue analysis, design of mitigation measures and construction to avert component deterioration. Several incidents of in-service and under construction bridge failures have recently taken place. These dramatic failures emphasize the importance of risk-based inspections and analysis of real-life data to evaluate reliability of bridges. To effectuate benefits of reliability analysis in bridge maintenance, work on theoretical reliability must be equipped with practical analytical tools. Such an approach must underscore risk elements and identify processes to manage risk and avoid unexpected outcomes of failures and service disruption of bridges. The devastating earthquakes of February 6, 2023, in the southern region of Turkey near the northern border of Syria, which claimed tens of thousands of lives, caused enormous structural damage and staggering economic losses. These seismic events brought to focus on the vitality of instilling infrastructure routes that must accommodate emergency management plans to integrate the influx of medical and rescue response teams. The safe operation of bridges along these routes is indispensable for mobilization and deployment of rescue teams, medical personnel, humanitarian assistance, and the supply of food and water. The reliability of access routes and bridges is defined by their ability to adequately function as planned to effectuate emergency management plans, in the event of a similar seismic event, anywhere in the world. This book puts forward a technological system for the construction of subsea tunnel using drilling and blasting method. Taking the water-induced disaster as the core risk, the safety guarantee system for large cross-sectional subsea tunnels is established. The composite grouting technology referred to ground reinforcement and water plugging is established, which breaks through the technical bottleneck of subsea tunnel construction in highly permeable strata. The process control theory based on water inrush mechanism is created, which gets rid of the over-dependence on engineering experience for disaster control of submarine tunnel. An active control waterproof drainage system based on the synergy of reinforcement ring and support system is invented to solve the contradiction between the control of water displacement and water pressure. The above-mentioned achievements have been successfully applied in the first three large cross-sectional subsea tunnels in China, and have played a key role in the construction safety. The proposed technological system can improve the overall construction level of subsea tunnel, which can provide reference for the design and construction of subsea tunnels, especially for those crossing through weakness zones.
