Risiko yang hampir sama muncul terus setiap tahun, hal ini menunjukkan sistem manajemen dan atau kinerja pegawai yang ada tidak berjalan efektif. Buku ini menyadarkan kita bahwa antisipasi atau penanggulangan risiko dengan sistem manajemen risiko yang biasa saja tidaklah cukup, karena kegagalan pengelolaan risiko secara tidak efektif mungkin terjadi. Sesuai ISO 31000:2018 tentang Sistem Manajemen Risiko, bahwa manajemen risiko terpadu wajib melibatkan komitmen pemimpin; mempertimbangkan ruang lingkup, kriteria, konteks penerapan baik skala internal maupun eksternal; mempertimbangkan sumberdaya manusia dan budaya. Dengan demikian, perusahaan yang hanya mengandalkan tim di unit kerja manajemen risiko saya, tentu hasilnya juga tidak maksimal. Sekali lagi, dengan munculnya risiko yang terjadi berulang-ulang setiap tahunnya, maka semua pihak yang berperan dalam mengelola risiko di sebuah organisasi harus selalu sadar (aware) atas adanya risiko pada setiap kegiatan organisasi yang mereka lakukan. Kesadaran ini akan membentuk sikap peduli terhadap risiko; kebiasaan selalu mempertimbangkan adanya risiko; dan akhirnya menumbuhkan budaya sadar risiko (risk culture). Budaya sadar risiko inilah yang dapat menggerakkan sistem manajemen risiko dengan keterlibatan semua pihak, dilakukan secara intensif melalui perilaku sehari-hari dalam setiap lini pekerjaan dalam organisasi. Oleh karena itu, sebagaimana dikatakan oleh penulis kita ini M. Soleh, bahwa jika ingin risk culture di perusahaan terbentuk dan terpelihara secara efektif, sikap dan kebiasaan sumber daya yang terlibat dalam menerapkan manajemen risiko harus diubah menjadi lebih baik, sehingga diperlukan manajemen perubahan yang cerdas, smart change management. The one bad apple spoiling the whole barrel has become a common metaphor used with reference to risk culture in organisations. This "inside-out" perspective begins with the individual as the unit of analysis and follows with inferences to the broader environment. Since the Global Financial Crisis (GFC) of 2008, risk culture for many has become the explanation for shortcomings, poor decisions, and moral failures in organisations. This volume presents an institutional perspective of the forces that shape risk culture, and culture more generally, in organisations through a multi-disciplinary examination from a variety of leading academics and subject specialists. The authors demonstrate that firms play a role as manufacturers and managers of risk and they challenge common conceptions that attribute risk to chance circumstances or rogue behaviours.
