This open access book is a collection of selected papers from the 3rd Tsinghua Area Studies forum by the Institute for International and Area Studies (IIAS) at Tsinghua University in Beijing, theming at “Developing Countries in the Age of Uncertainties: Risk, Resilience and Interdependency”. From the perspective of area studies, the risks faced by more fragile developing countries in an environment of uncertainty and the resilience and interdependency exhibited in the face of risks were discussed. The discussion was a brave attempt by the IIAS to inject more certainty into the uncertain world. A total of 131 papers by scholars from various countries were presented in this forum. After the forum, the editorial group of the IIAS Forum Proceedings selected ten outstanding papers and compiled them under the title “Risk, Resilience and Interdependency: Developing Countries in the Age of Uncertainty.”

Today’s society is completely dependent on critical networks such as water supply, sewage, electricity, ICT and transportation. Risk and vulnerability analyses are needed to grasp the impact of threats and hazards. However, these become quite complex as there are strong interdependencies both within and between infrastructure systems. This edited book investigates the interrelations of disaster impacts, resilience and security in an urban context. Urban as a term captures megacities, cities, and generally, human settlements, that are characterised by concentration of quantifiable and non-quantifiable subjects, objects and value attributions to them. Critical infrastructure provides essential services to citizens. The mutual dependencies of services between systems form a complex “system of systems” with a large perturbation surface, prone to be damaged by natural and anthropic events. Their intrinsic and extrinsic vulnerabilities could be overcome by providing them adaptive properties to allow fast and effective recovery from loss of functionality. Resilience is thus the key issue, and its enhancement, at the systemic level, is a priority goal to be achieved. This volume reviews recent insights into the different domains (resilience-enhancing strategies, impact and threats knowledge, and dependency-related issues) and proposes new strategies for better critical infrastructure protection.
