A River Flows Through It: A Comparative Study of Transboundary Water Disputes and Cooperation in Asia explores water disputes in Asia and addresses the question of how states sharing a river system can be incentivized to cooperate. Water scarcity is a major environmental, societal, and economic problem around the world. Increasing demand for water as a result of rapid economic development, high population growth and density has depleted the world’s water resources, leading to floods, droughts, environmental disasters, and societal displacement. Shared river basins are therefore often a source of tension and conflict between states. In regions where relations between countries have historically been conflictual, scarce river water resources have exacerbated tensions and have even sparked wars. Yet, more often than not, states sharing a river basin are able to come to some form of agreement, whether they are far-reaching ones such as water-sharing agreements or those that are more limited such as the sharing of hydrological data. Why do riparian states cooperate, especially when power asymmetries between upstream and downstream countries are characteristic of transboundary river basins? How do non-state actors affect the management of international rivers? What are the conditions that facilitate or hinder cooperation? This book wrestles with these questions by exploring water disputes and cooperation in the major river systems in Asia, and by comparing them with cases in Africa, Europe, and the United States. In this wide-ranging study, Arun Elhance explores the hydropolitics of six of the world's largest river basins. In each case, Elhance examines the basin's physical, economic, and political geography; the possibilities for acute conflict; and efforts to develop bilateral and multilateral agreements for sharing water resources. The case studies lead to some sobering conclusions about impediments to cooperation but also to some encouraging ones--among them, that it may not be possible for Third World states to solve their water problems by going to war, and that eventually even the strongest riparian states are compelled to seek cooperation with their weaker neighbors.

The chapters in this volume are edited versions of papers presented at the NATO Ad vanced Research Workshop on Environmental Change Adaptation and Security held in Budapest, Hungary, from October 16 - 18, 1997. As is evident in this volume, the papers ranged from descriptions of environmental and health issues in Russia and Eastern Europe to models of sustainable land use. This diversity of perspectives on environ ment and security is indicative of both the breadth of this new area of research as well as the varied background of the researchers involved. The discussions at the NATO workshop were remarkably animated and exciting, not surprising given the interest in the topic. I think this vitality is reflected in the papers in this volume as well. The main purpose of the NATO ARW is to foster research links among researchers from NATO countries and Central and Eastern European States, Russia, and the Newly Independent States. In editing this volume, a decision was made to keep to the spirit of this purpose and-if at all possible-include all papers prepared for the workshop. This required extensive editing and rewriting of some of the papers (and consequent delays in production). A determination was made early in the process by the workshop steering committee that the value of publishing the entire collection of articles out weighed the advantages of accepting only a limited number.

The United Nations has estimated world population would grow from 6 to 9,3 billion between 50 years and beside this “people are getting wealthier” . Thus can be no doubt of a rising global demand for freshwater, but climate change and other environmental factors will lead to short run of water in certain regions. In consequence water can be predicted to become a security issue and a reason for conflict, as it even may be today in some regions. Only 2,5% of all water on the earth is freshwater. 70% of this freshwater is frozen at North and South Pole, 29% are bonded not accessible for mankind as “soil moisture” and in “underground aquifers” . About 1% (0,007% of all water) is useable for mankind, but “water is renewable resource” . This numbers underline the importance of the question, if it is possible supplying all humans with enough water or if water may lead to conflict. Chapter 2 will discuss the questions of waters potential as a reason for dispute, conflict or peaceful development. Dispute is to understand as a political issue while conflict could further mean use of other elements than political including force. Connected to this Chapter 3 will analyse how water disputes and fertility, mortality and migration relate to each other. This is important because developments of the last three factors are highly dependent on fresh water accessibility. As examples for today’s water disputes two case studies on Israel/Jordan/Syria/Lebanon and Turkey/Syria/Iraq will be made. Even if such an answer is difficult to make, chapter 5 will try to answer the main question if water will become a major security problem in the 21st century and if water disputes will lead to conflicts. As demand for fresh water rises, together with population, water scarcity already features on the national security agenda of many countries. In this book, Dinardevelops a theory to explain solutions to property rights conflicts over shared rivers. Through systematic analysis of available treaty texts, corresponding side-payment and cost-sharing patterns are gleaned. Geographic and economic variables are used to explain recurring property rights outcomes. Rather than focusing on a specific river or particular geographic region, the book analyzes numerous rivers, dictated by the large number of treaty observations, and is able to test several hypotheses, devising general conclusions about the manner in which states resolve their water disputes.
