Road and Rail Infrastructure in Asia: Investing in Quality discusses the challenges facing the region and possible policy options, including those previously or currently used in Emerging Asian countries, with reference to the experiences of OECD member countries. It provides analysis and recommendations for the region's policy makers to consider in their efforts to improve the quality of infrastructure. In particular, it highlights the importance of considering the spill-over effects of infrastructure in investment decisions. A comprehensive infrastructure impact evaluation does not simply consider the financial feasibility of an individual project, but attempts to judge the full extent of the externalities of planned investments, looking at the positive and negative economic, social and environmental effects over different time periods. The report first presents project case studies, illustrating how policy makers have incorporated the principles of quality infrastructure. It then examines the local economic impact of infrastructure, the role of local governments in infrastructure development and the benefits and challenges of their involvement. It then goes on to discuss different infrastructure financing options including funding from public and private sectors, as well as public-private partnerships, and concludes with a focus on fostering improved alignment between national development strategies and infrastructure planning.

The rapid growth of the Asian urban population concentrates on a few large cities, turning them into giant megacities. Despite new theoretical insights into the benefits of megacities, the emerging Asia is facing a daunting challenge concerning the management of infrastructure and services in their megacities. The deteriorating urban mobility is the most difficult challenge with respect to the sharp increase in vehicle numbers and to inadequate and poorly managed road infrastructure. Public transport, a sustainable mode of mobility, is subjected to a vicious cycle of poor service, decreasing ridership and lower investment. Despite various policy initiatives, the situation has not improved. The scale and growth pattern of Asian megacities have distinctive features which generate a unique set of challenges and opportunities. New perspectives are needed to effectively address the transportation problems making the best use of available opportunities. This book, which is a result of an international collaborative research, addresses these challenges by providing insightful analysis and novel viewpoints.

What China’s infamous railway initiative can teach us about global dominance. In 2013, Chinese President Xi Jinping unveiled what would come to be known as the Belt and Road Initiative (BRI)—a global development strategy involving infrastructure projects and associated financing throughout the world, including Asia, Africa, the Middle East, Europe, and the Americas. While the Chinese government has framed the plan as one promoting transnational connectivity, critics and security experts see it as part of a larger strategy to achieve global dominance. Rivers of Iron examines one aspect of President Xi Jinping’s “New Era”: China’s effort to create an intercountry railway system connecting China and its seven Southeast Asian neighbors (Cambodia, Laos, Malaysia, Myanmar, Singapore, Thailand, and Vietnam). This book illuminates the political strengths and weaknesses of the plan, as well as the capacity of the impacted countries to resist, shape, and even take advantage of China’s wide-reaching actions. Using frameworks from the fields of international relations and comparative politics, the authors of Rivers of Iron seek to explain how domestic politics in these eight Asian nations shaped their varying external responses and behaviors. How does China wield power using infrastructure? Do smaller states have agency? How should we understand the role of infrastructure in broader development? Does industrial policy work? And crucially, how should competing global powers respond?

This book discusses policy instruments for sustainable infrastructure developments. Railways are one of the most important developmental instruments of a region, province, or country. They play a crucial role in economic development, urban growth, urban mobility, regional susceptibility, market integration, and world trade. Railways are an integral part of regional and urban development, both in terms of freight and passenger transport. By offering case studies from various regions and cities in South Asia, this book examines the evolution of railway transportation and the impact of these infrastructure projects on regional and urban development. It examines the interactions between evolving infrastructures and competing demands and considers the negative and positive externalities of railway transportation for people, places, and locations. The contributions analyze issues such as network infrastructure planning and technological development, passenger mobility and satisfaction, vulnerability to environmental impacts, and cross-border trade.

This book analyses how closer regional connectivity and economic integration between South Asia and Southeast Asia can benefit both regions. With a focus on the role played by infrastructure and public policies in facilitating this process, it provides a detailed and up-to-date discussion of issues, innovations, and progress. Country studies of national connectivity issues and policies cover Bangladesh, India, Myanmar, Nepal, Sri Lanka, and Thailand, examining major developments in trade and investment, economic cooperation, the role of economic corridors, and regional cooperation initiatives. Thematic chapters explore investment in land and sea transport infrastructure, trade facilitation, infrastructure investment financing, supporting national and regional policies, and model-based estimates of the benefits of integration. They also identify significant opportunities for strengthening these integration efforts as a result of the recent opening up of Myanmar in political, economic, and financial terms. For the first time for these regions, the book employs a state-of-the-art computable general equilibrium (CGE) model incorporating heterogeneous firms to estimate the advantages of integration.Providing perspective on the latest thinking on integration policy, Connecting Asia is an essential resource for academics, policymakers, and business people alike.
