This Commission was established to redefine national security (NS). This report is a blueprint for reorg. the U.S. NS to focus attention on the most important new and serious problems before the nation, and to produce organizational competence capable of addressing those problems creatively. Despite the end of the Cold War threat, America faces distinctly new dangers which must be addressed now. Recommendations for organizational change in 5 areas: ensuring the security of America; recapitalizing Amer. strengths in science and educ.; redesigning key institutions of the Exec. Branch; overhauling the U.S. gov't. personnel system; and reorg. Congress's role in NS affairs. It urged the creation of a Cabinet-level Dept. of Homeland Security.

The Department of Defense (DoD) has gone through some monumental changes in the last two decades, and it faces some enormous future challenges. The changes include the Goldwater-Nichols Defense Reform Act of 1986, which realigned authorities and responsibilities in the defense establishment, and the end of the Cold War, which brought about significant reductions in force structure. The challenges encompass the rise of new commitments and missions, the problem of adapting revolutionary information technology, and the evident need to reshape DoD's support systems, processes, and infrastructure. Both the changes and the challenges have made the need for defense reform evident. Numerous studies, commissions, panels, and Congressional reports have revolved around the single issue of transforming the Department to cope with the security needs of the 21st century. This Addendum offers recommendations that focus on structure and process, but here the NSSG also clearly states a vision--a set of desired outcomes--if the Department is to implement these recommendations. Thus, this summary aims to avoid a stovepiped examination of individual recommendations. Rather it offers an overview of the major recommendations and how they mutually reinforce each other to create excellence. This effort suggests seven future DoD outcome-oriented objectives worthy of pursuit that, if implemented, would make a remarkable difference in America's national security posture.

The country remains in transition, because of the tragic events of 9/11: the federal government, our military, and the American way of life are in transformation. Four years after September 2001, homeland security experts continue realigning a new department and defining the roles and responsibilities of twenty-two combined legacy federal agencies and 188,000 employees. Likewise, a dozen years after the Cold War, defense experts continue determining the most important features of the national strategic landscape. During this period of adjustment, Americans have reasonable expectations that law enforcement will secure our homeland and warfighters will defend this great nation. Our leadership will only meet these expectations through a shared strategic vision for securing and defending our future. This project reviews the roles and responsibilities of the Departments of Homeland Security and Defense as legislated by the United States Congress and articulated in the President's National Security Strategy and supporting strategies. It then examines the intersection of homeland security-homeland defense missions as one department provides a law enforcement capability and the other a warfighter capability-each to secure our homeland and defend our nation. Finally, this analysis recommends the development of a shared plan for orchestrating homeland security and national defense.
