Peningkatan mutu pendidikan tidak akan lepas dari peran guru, karena guru merupakan garda paling depan atau ujung tombak pembelajaran. Oleh karena itu, peningkatan mutu guru merupakan hal yang perlu dilakukan dalam rangka meningkatkan mutu pendidikan. Dalam konteks yang lebih luas, kualitas lulusan dan kualitas sekolah secara umum tidak akan lepas dari kualitas guru. Menyadari hal tersebut, Mendikbud Nadiem Makarim menyampaikan istilah “Guru Penggerak” untuk mewujudkan “Merdeka Belajar”. Intinya, guru diberikan kebebasan dan kewengan dalam melaksanakan pembelajaran agar tujuan pembelajaran tercapai. Guru tidak terbebani dengan berbagai administrasi yang menumpuk sehingga menyita waktu dan tenaganya. Administrasi guru dibuat sesederhana mungkin, sehingga muncul konsep Rencana Pelaksanaan Pembelajaran (RPP) 1 lembar. Melalui hal tersebut, guru diharapkan lebih banyak mencurahkan waktu, tenaga, dan perhatiannya dalam mengajar dan mendidik siswa daripada mengurus administrasi pembelajaran. Substansinya sebenarnya bukan pada berapa lembar jumlah RPP-nya, tetapi seberapa kreatif dan inovatif guru dalam melaksanakan pembelajaran. Guru penggerak dapat menjadi agen perubahan (agent of change) di sekolah tempatnya bertugas, menjadi contoh teladan (role model) bagi siswa dan rekan-rekan kerjanya, sehingga dia memiliki tempat khusus di hati mereka.
