This open access book examines how different economic systems impacted the development of East Germany and Poland. Through comparing these countries while they were centrally planned socialist economies with the periods when they transitioned to capitalism, the inability of socialist economies to modernize effectively and produce sustained economic growth is highlighted. Vacationing in Dictatorships examines the political effects of international tourism in socialist Romania and Francoist Spain in the postwar era. Despite sharp economic and political differences between the two dictatorial regimes at the start of the Cold War, significant similarities existed as both states took advantage of international tourism to improve their image abroad and pursued processes of economic modernization to acquire hard currencies. By the end of the 1970s though, the two countries achieved rather different results in terms of tourism development, despite the fact that both shared many features in the 1940s and 1950s. By comparing the rise and evolution of international tourism on different sides of the Iron Curtain, Adelina Stefan provides a different assessment of the geopolitics of postwar Europe that further refines the Cold War's geographies separating Eastern and Western Europe. As a result, Vacationing in Dictatorships reveals a new perspective on the Cold War that reveals not only the developmental similarities between Eastern and Southern Europe but also the ideological struggle that pitted socialist East against capitalist West.

This book takes a critical and historical perspective in parsing the current state of play for refugee and immigrant students in Germany, addressing federal, state, and institutional innovations as well as gaps in service. Drawing from de/post/anticolonial theory, it considers the levels of support for diverse groups including migrants, refugees, and racialized Germans, investigating why a comparatively well-resourced higher education system has, to date, selectively invested in the support of some marginalized groups. It calls for the reconsideration of policy and programmatic support, drawing from emerging best practice across states and higher education institutions (HEIs). Using historical analysis, federal and state level policy documents, institutional equal opportunity plans and student-facing websites, reporting, and first-person-accounts of marginalized students both prospective and enrolled, this critically oriented work interrogates how and why the world’s fourth largest economy – and its primarily public higher education system – have failed to engage systemic change with an eye towards addressing mechanisms of exclusion including racialization and xenophobia. It concludes with a consideration of possible policy interventions supporting these minoritized student groups who are essential not only to German learning and economy, but also to the rebuilding of conflict states. This volume will appeal to researchers, scholars, and practitioners working across comparative and international higher education, crisis education, and education in emergencies, as well as diversity specialists.

The Commission on Dynamics of Marginal and Critical Regions held its annual conference in Harare, Zimbabwe in July 1997. This volume represents a carefully selected, revised and reviewed selection of the papers presented at this conference. The articles reflect the various aspects of marginality currently existing in the world and it is the intention of the Commission to pursue research that would eventually result in a more coherent approach towards the issues of marginality in space. The articles in the book are grouped into three main parts. The first part discusses the role of theory and also methodological aspects and approaches towards the question of marginality.
