For more than a decade, hundreds of experts have gathered at the hills overlooking Florence to analyse the evolution of European transport policy and regulation at the call of the Florence School of Regulation (FSR). This book reflects the discussions in Florence, and more broadly, it documents the evolution of transport regulation in the European Union. The purpose of this book is to share the knowledge we at FSR Transport have built as privileged observers by bringing to the forefront the most interesting pieces in our "Observers". In particular, we have selected the more relevant valuative pieces opening our Observers over the last decade whilst organising them according to the topic they address in four different blocks. We open with the rail block, as rail was the original topic of most of our Forums. Aviation has also received a lot of our attention, and in particular, Air Traffic Management and the Single European Sky, which in turn, have their own dedicated sub-block. We close with a block on intermodality, which has drawn increasing attention. The texts have not been edited for the book other than minor temporal references to improve readability. We have included as opening pieces our "Manifesto for the Next Five Years of EU Regulation of Transport", published in November 2019 ahead of the start of the von der Leyen Commission's mandate, and an update for a post-COVID-19 recovery, published in June 2020. In these documents, a more comprehensive vision of the challenges in EU transport regulation is provided.

It has become a part of the European lifestyle since the citizens of the continent make use of transport services as a matter of course. Although the term 'Europe' is used, the essay mainly contains remarks about the transport sector of the European Union with its 27 member states by now. Transportation is termed as "the totality of all translocations of persons [...] and goods [...] as well as news [...]", "which is to be geared to the needs for activity of men and to the environment." The transport sector comprehends the extent of passenger use, the frequency of the lanes, the usage of the different means of transportation and the covered distances. As the title of this essay indicates, it is to deal with the concepts and objectives of a common transport policy throughout the European Union. The central and decisive element in this matter is the White Paper 'European transport policy for 2010 - Time to decide', published at the Gothenburg European Council in 2001. This document contains the essential abstract objectives and concrete measures or concepts for a more sustainable transport policy across the Union territory. These goals and measures can roughly be assigned to the two main categories of performance-enhancement and climate protection. "Four years after the European Commission adopted its Transport White Paper, CEPS formed a Task Force of experienced practitioners to review European transport policy. The members of this Task Force are now publishing their findings and conclude that numerous challenges remain in the European transport arena. The release of this report is timed to coincide with the forthcoming mid-term review by the Commission of EU progress towards a single market for transport. Until recently, EU transport policy has been firmly wedded to the twin ideas of "decoupling' transport from economic growth and encouraging a 'modal shift' from road to rail, especially for freight transport. With economic growth in the doldrums and an urgent need to reinvigorate the Lisbon strategy, however, many now believe that transport policy should play a central role in the process of enhancing European competitiveness. While progress has been made towards a coherent, EU-wide road transport policy, less has been achieved for rail, air and sea in recent years. The CEPS transport group sees future transport demand set to grow more strongly than anticipated due to internal market reforms and globalisation. Last year the European Commission published a staff working document that was principally concerned with extending the Commission's involvement in transport security matters. Land transport security measures seek to prevent acts of unlawful interference against passengers, freight or transport infrastructure in the road and rail sectors. Unlawful interference, as referred to in the Commission's document, includes anything from terrorism to relatively minor crime against passengers and transport operators. The conflation of such wide-ranging security issues is not helpful and the Government is urged to ensure that any future EU land security transport proposals are more focussed. Overall, the current risk-based approach to land transport security in the UK are working well and security measures deployed across UK transport modes are proportionate to the current threats that any given sector is exposed to. However, some weaknesses in the UK's current land transport security regime were identified, including, for example, procedures for dealing with multi-modal transport hubs at which different threat levels are applied to different modes; ensuring that staff had a consistent level of training and an understanding of potential threats, risks and preventative measures; and the difficulty of maintaining a high level of both staff and public vigilance. The principal recommendation is that the Government should participate actively in EU discussions to ensure that any detailed proposals are focussed and appropriate to the UK. Parliament should be keep abreast of developments so that we can continue to contribute to the shaping of policy in this area
