This paper investigates the drivers of export restrictions on agricultural products based on an original dataset developed at IFPRI. We focus on four food price crises when export restrictions (e.g., ban, tax, licensing etc.) were applied: the 2008 and 2010 food price crises, the COVID-19 pandemic, and the 2022 crisis associated with the Russia-Ukraine war. Although the justifications for such trade policies have been discussed in the literature, the ability to forecast their implementation remains understudied. The probit model used in this study suggests that the inflation rate has a higher power to predict export restrictions than do international commodity prices. The probability of export restrictions increases more when price change is measured from a reference level in the long interval than the short interval. Among the covariates, agricultural land per capita, commodity share in production and export, weather condition increases the chances of imposing export restrictions. Per capita income, population density, share of agriculture in GDP, urbanization rate, political economy indicators - all have a negative influence on this likelihood.

Advances in science and policy during the past 50 years have prevented the predicted widespread food shortages as the world's population soared. Malnutrition, however, remains prevalent. This book details strategies and practical approaches designed to alleviate hunger and malnutrition in a new era where technological change, markets, patterns of governance, and social programs have an increasingly global dimension. More specifically, this book addresses a range of considerations including the role of small farmers in a world where the global reach of multinational corporations have enormous control from the farm to local markets and the grocery store; misgivings and misperceptions about genetically modified foods; the increasing competition of food and energy sectors for agricultural output; the importance of micronutrient deficiencies and chronic disease related to obesity, which often coexists in the same communities as hunger; and issues of sustainability of the food and agricultural system in an period when there is increasing concerns over global warming and environmental degradation. Supported by a large policy package, Rwanda’s economy rebounded in 2021 after contracting in the preceding year due to the COVID-19 shock. However, the country now faces multi-faceted challenges—pandemic scars, headwinds from the war in Ukraine, and climate-related shocks, meanwhile inflationary pressures have increased markedly. Downside risks are significant from the war spillovers, through further pressures on energy, food, and fertilizer prices, global financial tightening, and slowdown in major trading partners, in addition to climate-related shocks. Against this backdrop, the authorities have requested a new Policy Coordination Instrument (PCI) and an arrangement under the Resilience and Sustainability Facility (RSF) to support their efforts in maintaining macroeconomic stability, advancing their reform agenda, including on climate to enhance Rwanda’s resilience to climate-related shocks, and insuring against downside risks. They will cancel the current PCI (expiring in June 2023) upon approval of the new PCI.

Mali has been hit by several large shocks in the past three years, including two coups d’état, the COVID-19 pandemic, acute security challenges and a cost-of-living crisis triggered by Russia’s invasion of Ukraine. A strict embargo in the first half of 2022 by regional partners restricted the government and private sector’s international economic transactions. Despite that embargo, GDP growth was estimated to be 3.7 percent in 2022. Inflation peaked at almost 15 percent in mid-2022—resulting in an increase in extreme poverty and heightened food insecurity—but has since decelerated, with inflation in March 2023 at 7.5 percent. The BCEAO regional central bank raised its policy rate to 3 percent in February 2023, a 100-basis point cumulative increase since June 2022.

This is the first Article IV Consultation since 2013. Libya’s institutional framework has helped the country through a period of significant macroeconomic volatility and turmoil. There have been exceptional swings in oil production and revenues since the fall of the Ghaddafi regime in 2011. Despite this, the measures taken by the Central Bank of Libya, including the currency’s devaluation in 2021, helped maintain a large buffer of international reserves. The stability of the exchange rate will remain an important anchor for monetary policy going forward.
