Au cours des XIXe et XXe siècles, sous l’effet de décisions politiques et d’institutions savantes, des classifications désignant des groupes « exotiques » jugés inaptes à la vie sociale ont fait de ceux-ci un problème. Sous le nom de « question rom », ce problème est devenu celui d’une vaste « minorité » à traiter à l’échelle européenne alors qu’un nouvel antitsiganisme se répand dans « l’Europe ouverte ». Le malentendu s’aggrave. Cet ouvrage dresse un état présent des connaissances sur le sort des Tsiganes en Europe pendant la Seconde Guerre mondiale, sujet passé sous silence alors que d’importants travaux ont renouvelé les perspectives. On y passe ensuite au crible les catégories et représentations mobilisées à propos de cet « autre », afin de comprendre les ressorts sociaux, politiques et culturels de cette haine collective de moins en moins ambivalente, et les contradictions qu’elle révèle sur l’Europe comme système de valeurs et « civilisation ». Sciences humaines, droit, littératures, art, philologie et philosophie sont interrogés pour penser autrement les relations entre mondes tsiganes et non tsiganes, et la singularité des formes de vie. Ce livre est issu du colloque international Tsiganes, Nomades : un malentendu européen, qui s’est tenu à Paris et à Pau en octobre et novembre 2011. Il comprend trente-quatre contributions de disciplines différentes. Catherine Coquio est professeur de littérature comparée à l’Université Denis-Diderot (Paris 7, Cerilac), elle travaille sur les modes d’inscription et d’effacement de la violence historique et la teneur politique de l’art. Jean-Luc Poueyto est anthropologue du monde manouche, spécialiste de l’illettrisme et des relations entre écrit et oral ; membre de l’ITEM, il enseigne à l’Université de Pau.

This book, designed as a resource for scholars, educators, activists and non-specialist readers, presents the results of new research on the role of Romani groups in European culture and society since the nineteenth century. Its specific focus is on the ways in which Romani actors, in their interactions with non-Romanies, have contributed to shaping Europe’s public spaces. Twelve chapters recount the experiences and accomplishments of individuals and families, from across Europe (England, France, Spain, Germany, Poland, Hungary, Romania and Finland) and Canada. The book examines some of the dilemmas surrounding Europe’s open borders, migrations, and identities through the prism of the Roma – Europe’s most dispersed and socially marginalised population. The volume challenges some of the myths surrounding the Roma as a ‘problem population’, and places the focus instead on the context of European policy and identity debates. It comes to the conclusion that the migration of Roma and the constitution of their communities is shaped by European policy as much as, and often more so, than by the cultural traits of the Roma themselves. The chapters compare case studies of Roma migrants in Spain, Italy, France, and Britain and the impact of migration on the origin communities in Romania. Eine zusammengerückte Welt stellt nicht nur die klassische akademische Arbeitsteilung in Frage, sondern beansprucht von beiden Disziplinen auch praktische Probleme zu lösen, für die kulturell „Andere“ verantwortlich gemacht werden. Grund genug also, sich (wieder) für einander zu interessieren. Zwar kennt die Ethnologie keinen unmittelbaren Handlungsauftrag, während die Soziale Arbeit sich primär als Handlungswissenschaft versteht. Dennoch: VertreterInnen beider Disziplinen äußern ein grundsätzliches Interesse daran, Ausgangslage und Lebensumstände ihrer meist benachteiligten Bezugsgruppen zu verbessern sowie die Bedingungen für Asymmetrien und Abhängigkeiten zu benennen und anzugehen. Le 16 juillet 1912, le Parlement français votait une loi sur « l’exercice des professions ambulantes et la réglementation de la circulation des nomades ». Cette loi constituait un tournant dans la politique discriminatoire adoptée par la République envers les Tsiganes (« nomades »), dont la présence en France remonte au Moyen Âge. Elle imposait à tout nomade âgé de plus de treize ans le port obligatoire d’un carnet anthropométrique d’identité, auquel s’ajoutait le carnet collectif pour la famille. Le carnet anthropométrique des nomades s’inscrivait dans le prolongement des méthodes et des procédés du bertillonnage appliqués aux criminels depuis le début des années 1880. Des populations bohémiennes, jugées uniquement sur leur mode de vie, durent alors se soumettre à une procédure distinctive d’encartement qui les stigmatisait, renforçait leur exclusion de la communauté nationale, favorisait la répression à leur encontre et visait à les contraindre à la sédentarisation. Cet ouvrage expose la genèse du dispositif législatif de contrôle des nomades instauré par la loi de 1912, de son élaboration à son adoption et à sa mise en application, ainsi que les incidences indirectes que la loi eut sur le traitement administratif des Tsiganes pendant les deux guerres mondiales et jusqu’à son abrogation en 1969.
