In 102 United State cities, outrage rioters poured into the streets. New York City had no means to stop the riots. President Lyndon B. Johnson called up federal troops, which included federalized National Guard troops, to try to quell the riots but to no avail. They needed much more law enforcement! There were no more police officers available to stop the riots. Army troops in Washington, DC, manned machine guns on the steps of the capital to protect it from thousands of angry rioters. Army troops from the 3rd Infantry guarded the White House. A crowd of over twenty thousand marched on to the White House on April 5, 1968.
