The Horn of Africa (HoA) region encompasses of Somalia, Ethiopia, Eritrea, Djibouti and Kenya in Africa continent. It's one of the most food insecure regions in the world, characterised by frequent droughts and conflict in Africa. However, there are many examples of food insecurity with some of them having reached catastrophic dimensions in the region. The disadvantageous situations of women and children is particularly serious, as well as the situations among female teenagers who receive less food than their male counterparts in the same households in the region. Findings included that: political instability and civil strife; environmental degradation and climate change; poor economic policies; rapid population growth; poor food production mechanism; soaring food prices and global financial crisis; food quality and gender inequality. The study recommends policies and intervention that combating food insecurity issues to supporting food security in the region.

The dramatic surge in food prices from 2005 to 2008 seriously threatened the world's poor, who struggle to buy food even under normal circumstances, and led to protests and riots in the developing world. The crisis eventually receded, but such surges could recur unless steps are taken to prevent them. Using up-to-date information, the authors of Reflections on the Global Food Crisis identify the key causes of the food price surge, its consequences for global poverty, and the challenges involved in preventing another crisis. Breaking from many earlier interpretations, the authors conclude that the crisis was not primarily fostered by increased demand for meat products in rising economies such as China and India or by declines in agricultural yields or food stocks, or by futures market speculation. Instead, they attribute the rising food prices to a combination of rising energy prices, growing demand for biofuels, the U.S. dollar depreciation; and various trade shocks related to export restrictions, panic purchases and unfavorable weather. As part of their analysis, the authors also provide the first comprehensive review of both the macroeconomic and microeconomic consequences of the crisis, as well as a detailed comparison of the current crisis with the food price crisis of 1974. To prevent another crisis, the authors conclude that the global food system should be reformed through several key steps: make trade in agricultural commodities more free yet more secure; address long-term threats to agricultural productivity, such as climate change and resource degradation; scale up social protection in potentially food insecure countries; and encourage agricultural production in at least some of the countries now heavily dependent on food imports. Reflections on the Global Food Crisis will be a valuable resource for policymakers, development specialists, and others concerned with the world's poorest people.

This year’s report presents evidence that the absolute number of people who suffer from hunger continues to slowly increase. The report also highlights that food insecurity is more than just hunger. For the first time, the report provides evidence that many people in the world, even if not hungry, experience moderate food insecurity as they face uncertainties about their ability to obtain food and are forced to compromise on the quality and/or quantity of the food they consume. This phenomenon is observed globally, not only in low- and middle-income countries but also in high income countries. The report also shows that the world is not on track to meet global nutrition targets, including those on low birthweight and on reducing stunting among children under five years. Moreover, overweight and obesity continue to increase in all regions, particularly among school-age children and adults. The report stresses that no region is exempt from the epidemic of overweight and obesity, underscoring the necessity of multifaceted, multisectoral approaches to halt and reverse these worrying trends. In light of the fragile state of the world economy, the report presents new evidence confirming that hunger has been on the rise for many countries where the economy has slowed down or contracted. Unpacking the links between economic slowdowns and downturns and food insecurity and malnutrition, the report contends that the effects of the former on the latter can only be offset by addressing the root causes of hunger and malnutrition: poverty, inequality and marginalization.

This book provides a critical assessment of the contemporary global food system in light of the heightening food crisis, as evidence of its failure to achieve food security for the world's population. A key aspect of this failure is identified in the neoliberal strategies which emphasize industrial efficiencies, commodity production and free trade-ideologies that underlie agricultural and food policies in what are frequently referred to as 'developed countries'. The book examines both the contradictions in the global food system as well as the implications of existing ideologies of production associated with commodity industrial agriculture using evidence from relevant international case studies. The book's first section presents the context of the food crisis with contributions from leading international academics and food policy activists, including climate scientists, ecologists and social scientists. These contributions identify current contradictions in policy and practice that impede solutions to the food crisis. Set within this context, the second section assesses current conditions in the global food system, including economic viability, sustainability and productivity. Case study analyses of regions exposed to neoliberal policy at the production end of the system provide insights into both current challenges to feeding the world, as well as alternative strategies for creating a more just and moral food system.

From the Introduction: When U.S. citizens become aware of the continent of Africa through our media, it is frequently in the context of food shortage or famine. Usually, the response is immediate and generous as we join the world community in helping to alleviate hunger. However, when the emergency passes, the tendency is for our attention to wander to the next major news story. Not many linger to ask why such critical hunger still exists in a world capable of feeding all its citizens. Not many continue to ask whether these precious lives could have been spared. As the second largest and second most populated continent in the world, Africa accounts for a quarter of the land surface of the earth and ten per cent of its population. By the turn of the 21st century, it is estimated that the population will have doubled. How will Africa feed and sustain these millions? At the present time (1990) it is estimated that nearly four million Africans in Ethiopia, Sudan and Angola are at critical risk of starvation due to a tragic combination of civil unrest, drought and crop failure. Millions more face chronic malnutrition daily. How will these deaths be prevented? In order for us to assist in the movement toward African food security, we need to find the answers to these critical questions. In this paper, the authors, Mutombo Mpanya and David Holdridge, explain what, in their view, are some of the causes of hunger in Africa. In the first four sessions, Mpanya describes he ecological, historical, political and economic causes of food scarcity on the continent. We discover that hunger is not simply the result of drought and natural disasters, but the tragic result of human decisions and actions. Only through human will, can we ever hope to end it.
