Jim Kemeny develops a conceptual framework to present a critical study of comparative rental markets. The framework centres around the concept of the process of maturation of cost rental housing and two policies for handling this which have been adopted by industrial societies. These are, firstly, the Anglo-Saxon "dualist" system, seen in Great Britain, Australia and New Zealand, and secondly, the Germanic "unitary market" system, seen in Sweden, The Netherlands, Germany and Switzerland. Using a comparative approach based around international case studies, Jim Kemeny shows how each system stems from different power structures, is governed by different policy strategies, and is informed by different ideological views of how markets operate. Offering a radical critique of the orthodox view, it is argued that the time is now right for English-speaking nations to abandon state control over cost renting but allow to it to compete directly with profit renting, as in the "unitary market" model. Concern about rising crime rates, high levels of unemployment and anti-social behaviour of youth gangs within particular urban neighbourhoods has reinvigorated public and community debate into just what makes a functional neighbourhood. The nub of the debate is whether concentrating disadvantaged people together doubly compounds their disadvantage and leads to 'problem neighbourhoods'. This debate has prompted interest by governments in Australia and internationally in 'social mix policies', to disperse the most disadvantaged members of neighbourhoods and create new communities with a blend of residents with a variety of income levels across different housing tenures (public and private rental, home ownership). What is less well acknowledged is that interest in social mix is by no means new, as the concept has informed new town planning policy in Australia, Britain and the US since the post Second World War years. Social Mix and the City offers a critical appraisal of different ways that the concept of ‘social mix’ has been constructed historically in urban planning and housing policy, including linking to 'social inclusion'. It investigates why social mix policies re-emerge as a popular policy tool at certain times. It also challenges the contemporary consensus in housing and urban planning policies that social mix is an optimum planning tool – in particular notions about middle class role modelling to integrate problematic residents into more 'acceptable' social behaviours. Importantly, it identifies whether social mix matters or has any real effect from the viewpoint of those affected by the policies – residents where policies have been implemented.

Showing how national identities in the Nordic region have developed historically around notions of cultural and racial homogeneity, it exposes the varied histories of migration and the longstanding presence of ethnic minorities and indigenous people in the region that are ignored in dominant narratives. With attention to the implications of notions of homogeneity for the everyday lives of migrants and racialised minorities in the region, as well as the increasing securitisation of those perceived not to be part of the homogenous nation, this volume provides detailed analyses of how welfare state policies, media, and authorities seek to manage and govern cultural, religious, and racial differences. Waterfront regeneration and development represents a unique opportunity to spatially and visually alter cities worldwide. However, its multi-faceted nature entails city-building with all its complexity including the full range of organizations involved and how they interact. This book examines how more inclusive stakeholder involvement has been attempted in the nine cities that took part in the European Union funded Waterfront Communities Project. It focuses on analyzing the experience of creating new public realms through city-building activities. These public realms include negotiation arenas in which different discourses meet and are created – including those of planners, urban designers and architects, politicians, developers, landowners and community groups – as well as physical environments where the new city districts' public life can take place, drawing lessons for waterfront regeneration worldwide. The book opens with an introduction to waterfront regeneration and then provides a framework for analyzing and comparing waterfront redevelopments, which is followed by individual case study chapters highlighting specific topics and issues including land ownership and control, decision making in planning processes, the role of planners in public space planning, visions for waterfront living, citizen participation, design-based waterfront developments, a social approach to urban waterfront regeneration and successful place making. Significant findings include the difficulty of integrating long term 'sustainability' into plans and the realization that climate change adaptation needs to be explicitly integrated into regeneration planning. The transferable insights and ideas in this book are ideal for practising and student urban planners and designers working on developing plans for long-term sustainable waterfront regeneration anywhere in the world.
