Abstract: Guidelines for establishing and managing an effective, meaningful referee system for the review of technical and scholarly manuscripts are elaborated for journal editors. The text addresses the general issues of editorial objectives, priorities, evaluation criteria, organizational arrangements (i.e. selecting the editorial board and referees), the requirements of referee anonymity, resolving referee-author conflicts, and discusses the fine points of administrative practices (manuscript and referee files, manuscript processing, correspondence).
