Rural development is inherently viewed as a positive thing; it is seen as something that brings together groups of individuals with automatic positive implications and outcomes. Policy rhetoric frequently uses popular terms such as involvement, participation and power sharing to describe rural development activities. However, the reality of experience on the ground does not necessarily concur with these ideals. It is not always clear who ultimately benefits from rural development: the State, the community or rural development practitioners. This book critically analyses key concepts associated with rural development policy and practice, and using the concepts of power and micro-politics to analyze rhetoric and reality, reveals the intricacies of rural development. Challenging popular ideals associated with rural development, this book presents the notion of rural development less as a spontaneous, all-inclusive affair and more as a limited, controlled and exclusive process. In 2020, a Special Issue titled "Sustainable Rural Development: Strategies, Good Practices and Opportunities" was launched, in which 16 papers were published. The aim of this monograph was to study a problem that is occurring on a global scale and, above all, in the most developed countries, which is the population emigration from rural areas to urban areas due to the labour and service opportunities offered by the latter. This is causing a demographic deterioration of rural areas, and those that remain show high rates of ageing, masculinisation, or low demographic growth. In addition, and interrelated with this demographic deterioration, there is economic and environmental degradation. Rural areas are territories with increasingly lower purchasing power, job opportunities, and services for the population, which are classified as "spaces in crisis". The papers in this Special Issue evidence the many public and private strategies that are being pursued to achieve sustainable rural development in declining areas. The diversity of approaches offer a vision of the practical application and the obstacles or difficulties that many of them are having to achieve their objectives. All of these strategies are intended to achieve economic dynamism that is respectful of the environment and from there to be able to reduce the regressive demographic processes in rural areas. This book is based on an empirical research which explores bottom-up development practices initiated and organized by rural communities in the Indonesian periphery by placing “communication” at its core of analysis. The aim is to determine the extent that the Indonesian decentralization policy and the use of internet and other digital Information and Communication Technologies (ICTs) has affected the theory and practice of development communication as well as changes in relations between the center and the periphery within the context of Indonesian rural development. The book takes on periphery perspective in center-periphery interactions and relations. Hence, it belongs to "periphery research" that has rarely been used in recent decades. By using Grounded Theory for its data collection and analysis method, the results of this study are grouped into two major thematic categories: “communication development”, instead of development communication, and “communication empowerment”.
