This book explores those who long for “bygone utopias,” times before rapid, culturally destructive social change stripped individuals of their perceived agency. The case of the wave of foreclosure protests that swept through the rural American Midwest during the 1930s illustrates these themes. These actions embodied a utopian understanding of agrarian society that had largely disappeared by the late 19th century: hundreds to thousands of people fixed public auctions of foreclosed farms, returning owners’ property and giving them a second chance to save their farm. Comparisons to later movements, including the National Farmers’ Organization and the protests surrounding the 1980s Farm Crisis highlight the importance of culturally catastrophic social change occurring at a breakneck pace in fomenting these types of bygone utopian actions. These activists and movements should cause scholars to re-think what it means to be conservative and how we view conservatism, helping us better understand why we’re seeing a contemporary resurgence in nationalist and reactionary movements across the globe.

During and after the Cultural Revolution, radical leaders in the Chinese Communist Party tried to mobilize rural society for socioeconomic and political changes and move rural China to even higher stages of collectivism. David Zweig argues that because advocates of agrarian radicalism formed a minority group within China's central leadership, they acted in opposition to the dominant moderate forces and resorted to alternative strategies to mobilize support for their unofficial policies. The limited institutionalization of the system allowed the radicals to promote their principles through "policy winds," speeches generated by newspaper articles, networks of political allies, and organized visits; they also linked their policies to ongoing political and economic campaigns. In spite of this radical ideology and frequent upheavals in the countryside, Zweig finds that Chinese peasants had no ideological affinity for Mao's theory of the continuing revolution and reacted to each policy change on the basis of how it affected their personal, family, or collective interests. Despite intense propaganda, cadres adjusted the impact of these radical policies so that the peasants' conservative mindset, entrepreneurial spirit, and desire to improve their own lot remained intact. Zweig examines the local realities of the radicals' program by describing the results of specific policies; he discriminates among the responses of officials at different bureaucratic levels, peasants of varying income levels and family structures, and villages with specific geographic and socioeconomic characteristics. He draws on his own field research in Chinese villages and interviews with Chinese college students and their friends who had lived in the countryside and emigrès in Hong Kong who had lived and worked in rural China.

Both North Dakota and South Dakota have long been among the most reliably Republican states in the nation: in the past century, voters have only chosen two Democrats, Franklin Roosevelt and Lyndon B. Johnson, and in 2016 both states preferred Donald Trump by over thirty points. Yet in the decades before World War II, the people of the Northern Plains were not universally politically conservative. Instead, many Dakotans, including Republicans, supported experiments in agrarian democracy that incorporated ideas from populism and progressivism to socialism and communism and fought against "bigness" in all its forms, including "bonanza" farms, out-of-state railroads, corporations, banks, corrupt political parties, and distant federal bureaucracies—but also, surprisingly, the culture of militarism and the expansion of American military power abroad. In Nuclear Country, Catherine McNicol Stock explores the question of why, between 1968 and 1992, most voters in the Dakotas abandoned their distinctive ideological heritage and came to embrace the conservatism of the New Right. Stock focuses on how this transformation coincided with the coming of the military and national security states to the countryside via the placement of military bases and nuclear missile silos on the Northern Plains. This militarization influenced regional political culture by reinforcing or re-contextualizing long-standing local ideas and practices, particularly when the people of the plains found that they shared culturally conservative values with the military. After adopting the first two planks of the New Right—national defense and conservative social ideas—Dakotans endorsed the third plank of New Right ideology, fiscal conservativism. Ultimately, Stock contends that militarization and nuclearization were the historical developments most essential to the creation of the rural New Right throughout the United States, and that their impact can best be seen in this often-overlooked region's history.
