It is a form of public control over the use of private property in the interest of general welfare. Zoning may be defined as the creation of legal districts ulthin.which regulations prohibit injurious or unsuitable structures and uses of land and buildings. The use of this power directly by the state is the exception rather than the rule. Usually the power is delegated to local political subdivisions which may or may not make use of the authority as they see fit. This delegation is by an enabling act which is adopted by the legislature. Usually, such an act names the units of government/which are empowered to zone, lists the types of regulations which may be employed, establishes the procedure by which zoning ordinances are adopted and amended, and provides for a board of adjustment to grant specific cramp tions or variations from.zoning regulations in those cases where strict enforcement would be unreasonable or would result in un necessary hardship. They are not particularized. Moreover, as commonly conceived zoning cperates prospectively. It has as its object to prevent the recurrence of certain mistakes of the past; and it normally reaches only to preventing the future establishment of the designated misuse. Zoning is not a euro-all, and does not in itself constitute an entire land-use program; but it is rather one of several regulative measures which together might constitute such a program. In certain instances zoning may be desirably used as a center around which the complete program can be built. In other cases, zoning can be more appropriately used as a complement to other land-use measures. In still other cases, zoning may not be necessary at all, for either one or both of two reasons: either the circumstances do not warrant it, or other more feasible measures might accomplish under the circum stances all that zoning could accomplish. When, to what extent, and how the interest of the public in the use of lands is to be protected depends on what the circumstances call for. Excerpt from County Land Use Planning The same era that brought to many farms the benefits of automobiles, motortrucks, tractors, electricity, radio, and good roads also brought the end of free lands and a declining foreign demand for the produce of new acres. It brought the farmer face to face with problems of low income and of soil depletion and erosion. It brought the Nation face to face with the fact that land resources, wrongly managed, are exhaustible and that we have been exhausting them at a rapid rate. Failing markets and depressed prices for farm produce impelled the individual farmer to cut costs and to produce as much as he could for as little as he could. It was hard on the farmer and hard on the land. It was hard on the rest of the Nation as well, for the farmer, receiving little for his produce, was able to buy little of what city workers produced. Both town and country suffered. In addition to current problems, in the future hung the specter of vast regions turned into wastes by deforestation and by wind and water erosion. No longer was the farm problem the old one of how each farmer could produce more at less cost. Congress, in a series of enactments, directed the establishment of national programs to help people on the land conserve the soil, to help farmers own their own lands, to help needy farmers make a better living, to help farmers with programs of adjustment and conservation. State legislatures acted to supplement these programs. Agriculture had come to a point where the efforts of each individual farmer struggling to improve his own income did not add up to the greatest good for farmers as a group, nor for the Nation. As a result, farmers realized that they had to act together, in many new ways, if they were to help themselves. In the report of the National Resources Board of 1934, a re view of the major land requirements and land resources led to recommendations for new policies and programs of adjustment in rural land use and improvement. The supplementary reports of the Land Committee at that time provided a summary of the situation in each major field of land use with proposed policies for functional adjustment and development. Following the merging of the functions of the Fed eral Employment Stabilization Office and the National Resources Committee when the National Resources Planning Board was established in the Executive Office of the President on July 1, 1939, it became the duty of the Land Committee to assist the Board in develop ment of the 6-year program of public works by review ing public works projects proposals for conservation and development of rural lands. The 1950s and early 1960s have not traditionally been viewed as a particularly creative era in American Jewish life. On the contrary, these years have been painted as a period of inactivity and Americanization. As if exhausted by the traumas of World War II, the American Jewish community took a rest until suddenly reawakened by the 1967 Six-Day War and its implications for world Jewry. Recent scholarship, however, has demonstrated that previous assumptions about the early silence of American Jewry with regard to the Holocaust were exaggerated. And while historians have expanded their borders and definitions to encompass the postwar decades, scholars from other disciplines have been paying increasing attention to the unique literary, photographic, artistic, dramatic, political, and other cultural creations of this period and the ways in which they hearken back to not only the Holocaust itself but also to images of prewar Eastern Europe. Reconstructing the Old Country: American Jewry in the Post-Holocaust Decades brings together scholars of literature, art, history, ethnography, and related fields to examine how the American Jewish community in the post-Holocaust era was shaped by its encounter with literary relics, living refugees, and other cultural productions which grew out of an encounter with Eastern European Jewish life from the pre-Holocaust era. In particular, editors Eliyana R. Adler and Sheila E. Jelen are interested in three different narratives and their occasional intersections. The first narrative is the real, hands-on interaction between American Jews and European Jewish refugees and how the two groups influenced one another. Second were the imaginative reconstructions of a wartime or prewar Jewish world to meet the needs of a postwar American Jewish audience. Third is the narrative in which the Holocaust was mobilized to justify postwar political and philanthropic activism. Reconstructing the Old Country will contribute to the growing scholarly conversation about the postwar years in a variety of fields.
